What is Sr. Project Manager Development Job Description ?

General Position Summary:

Position provides management, coordination and oversight in all aspects of project delivery systems for building development, including consultant management, entitlements and permitting, building construction, tenant improvements and turnover of project to asset management team. As the projects move into building development, this position will lead a group of development project management professionals providing design, entitlement and construction management services to Investment teams.

Essential Functions/Major Responsibilities:

1.Work with the Investment Director/Managers to plan the development of projects.

2.Manage design consultants and the design process, including preconstruction design feasibility and cost estimating processes.

3.Position has overall responsibility and accountability for administering all design and construction contracts.

4.Work with local citizen groups, governmental bodies and other interested parties to obtain necessary project permits and entitlements.

5.Oversee and be accountable for delivery schedule of entitlements, design and permits, and construction activities.

6.Monitor and ensure timely completion of projects in compliance with the established budgets and schedules.

7.Select, coordinate and negotiate service agreements with independent consultants for land planning, zoning, market evaluation, project design, traffic analyses, etc.

8.Select, coordinate and negotiate agreements with design and engineering consultants for all components of the projects (both shell and interior) including master architect, hotel, office, shared parking structure and supporting retail.

9.Select, coordinate and negotiate agreements with general contractor(s) for all components of projects including shells and interiors.

10.Review and sign off on invoices to ensure accuracy and compliance to approved budget and to verify accurate percentage of completed work is reported. Address and rectify issues if incorrect.

11.Responsible for construction administration management of general contractors (shell and core) and project consultants, ensuring adequate staff, compliance to cost and timely completion and delivery of product.

12.Prepare and direct internal requests for authorization of capital expenditures to initiate development.

13.Lead regular design, pre-construction and construction meetings.

14.Coordinate personnel, planning and management of contractors and customers to deliver on date certain.

15.Responsible for all aspects of tenant improvement management, including conformance with building standards and work letter (lease agreement), tenant budget negotiations, documentation review, monitoring of TI accounting, and punch list walk through with tenant and related parties.

16.Assist Investment Managers/Director in financial analysis by preparing and confirming project development costs (both soft and hard), including cash flow projections and the timing of development activities.

17.Assist in the administration of the Company's facilities survey, which serves as a basis for ongoing capital improvement plans.

18.Consult with and assist Investment Asset Portfolio and Investment Operations Managers in identifying operational and management issues, opportunities and benefits relating to development design and construction; and transfer of properties to portfolio status or sale at completion. Such consultation will include materials and equipment selection, which will be used in developing projected stabilized operating budgets.

19.As projects move into building development, lead, mentor and provide professional guidance, direction and supervision to a group of development project management professionals providing design, entitlement and construction management services to investment teams.

Job Scope:

On a general basis, the incumbent is responsible for determining their own practices and procedures related to construction project management. Position requires some innovation and creativity in the design of products, concepts or procedures i.e. the development of standardized procedures and systems. The job involves a moderate degree of complexity, due to the number of issues and people involved. Incumbent performs duties with little or no direct supervision.

Errors in the incumbents work could result in cost or budget overruns, missed property openings, and legal implications from tenants. Delays could result in increased costs or lost revenues and could adversely impact business operations and tenant relations.

Supervisory Responsibility:

This position has full supervisory responsibility, including indirect supervision of 2 part-time administrative staff and other outside consultants. Decisions are made within organizational policy constraints, with partial responsibility for budgetary preparation/compliance accountability. Position is partially accountable for operational and strategic long range planning.

Scope of Contacts:

Position has frequent contact with others outside the organization, such as design consultants, contractors and city and government staff. Contacts within the organization are primarily with support staff, investment managers/director or accountants. Contacts often contain some discussion of a confidential or sensitive nature, necessitating discretion at all times. Contacts are usually made by incumbents own initiative, the majority of contacts are face to face, with written contacts by either e-mail or written correspondence. The incumbent has a requirement to meet customer needs regularly.

Specific Job Skills:

Working knowledge of leasing, accounting, development and operations of projects.
Detailed knowledge of all phases of construction/building projects, (i.e. electrical and plumbing).
Working knowledge of AIA contract documents.
Ability to create and update construction schedules.
Ability to review and understand blue prints and specifications.
Familiarity with cost information management systems, cost estimating, project costing and scheduling for efficient operations.
Through leadership and teamwork, provide support/direction to members of management team.
Strong multi tasking , time management, leadership and decision making skills.
Ability to set personal and project priorities and be highly organized, in day-to-day and long term planning and execution, and to track and maintain complex schedules effectively.

The position requires a Bachelor Degree or equivalent, specializing in Business, Construction Management, Engineering or Architecture and 5 to 8 years of progressive experience in construction or project management.
