EXPERIENCE H & D Construction Company, Fort Pierce, FL Chief Engineer-March 2009-November 2009 Responsible for the management of utility relocation and roadway construction projects. Duties include procurement of materials, execution of sub-contracts, materials submittals to the Engineer, value engineering, scheduling of all phases of construction projects, formulation of pay requests and formulation of change orders. Work directly for Chief Executive Officer to determine and implement long range business plans for the company. WPC Industrial Contractors, Jacksonville, FL Vice President of Operations-March 2006-February 2009 Responsible for the construction of water and wastewater plants in an annual amount of $35 million ranging in size from $1 million to $25 million dollars. Duties included day-to-day operations, staffing and P & L of all phases of construction projects. To ensure the projects were completed on-time and on-budget, specific duties included procurement of materials, execution of sub-contracts, material submittals to the Engineer, value engineering, scheduling of all phases of the projects, formulation of pay requests and formulation of change orders. Created regional office in Port Saint Lucie, Florida which included acquisition of building and property along with hiring of all regional staff positions. Reported directly to the company president.
Culpepper & Terpening, Fort Pierce, FL Vice President Engineering and Surveying 2002-2006 Vice President responsible for the day-to-day operation of the Engineering and Surveying Departments. Responsible for design and permitting of single family subdivisions and commercial properties. This included site plan and construction plan approval from local governments; environmental resource permits, stormwater permits and dewatering permits from the water management district; recording the plats through county government. Also performed CEI during the construction of the project. Worked as a consultant with local government to create and maintain special assessment districts for the projects. My duties also included marketing, formulation of proposals and execution of contracts.
City of Port St. Lucie Utility Systems Department, Port St. Lucie, FL Utility Director 1995-2002 Responsible for supervising the operation and finances of one of the fastest growing utilities in the state of Florida. Annual operating budget of $18.5 million dollars with an expected increase of approximately 10% per year; capital improvement budget of $100 million dollars. Responsibilities included acquisition of utility from county through a quick-take suit from the developer. Created processes for operation of utility including preventative maintenance, fire hydrant maintenance and water distribution flushing program. Managed special assessment program and construction for expansion of water and wastewater lines to 80 square miles in the City. Developed and managed capital improvement program for two new reverse osmosis water treatment plants, expansion of existing lime softening water treatment plant, expansion of water re-pump facilities and expansion of three wastewater plants. City of Port St. Lucie Engineering Department, Port St. Lucie, FL Assistant City Engineer 1993-1995 Duties included supervision of all phases of the Engineering Department including project design and construction of those projects. Supervised Special Assessment Program and installation of water and sewer citywide, a 10-year project with a cost of $200 million dollars. In the absence of the City Engineer, assumed all responsibilities related to that position. Also assisted the City Engineer in formulating administrative and engineering policies and procedures as well as the department budget. City of Fort Pierce Engineering Department, Fort Pierce, FL Assistant City Engineer 1991-1993 Duties included supervision of all phases of the Engineering Department including project design and construction. In the absence of the City Engineer, assumed all responsibilities related to that position. Assisted in formulating administrative and engineering policies and procedures and the department budget.
OTHER EXPERIENCE Kentucky Department of Transportation, Louisville, KY Assistant Resident Engineer Supervised all engineering and surveying for interstate highway projects totaling $100 million on the I-65 expansion project. Duties included assignment, training, supervision and evaluation of all inspection personnel. Also evaluated pay requests and performed as-builts of the project.
Jasper Construction Company, Plymouth, MN Construction Manager on Linn Cove Viaduct segmental bridge Manager of 40-man drilling crew which was responsible for installing micro-shaft foundations. Supervised 20-man iron worker crew which was responsible for assembling all reinforcing steel for the project. Oversaw the production of all concrete used in the project, which included modification of a Daffin Concrete Mobile to produce 7500 psi concrete.
