PRECONSTRUCTION PROJECT MANAGEMENT
I have been successfully involved in the commercial and residential development industry throughout the United States, Canada and Mexico since 1988 with a combined build out of 8,936,029 retail sq. ft. and a construction valuation of $1,405,521,770 on 31,746 acres totaling over 6,000 housing units. My qualifications include more than twenty years experience guiding projects/programs through the Project/Program lifecycle.
I have demonstrated success in all areas of Real Estate Development and Preconstruction Project Management including Marketing and Business Development. Portfolio projects include single family and master planned community development, tax credit financed senior and multi family residential projects, as well as big-box retail, entertainment theatres and fuel centers. Direct experience and responsibilities include: Managing designated staff and consultants, Site Selection and Acquisition; Project Due Diligence and Feasibility; Zoning; Coordination and Direct Management of A & E Design; Management of the entitlement process, including meeting with local government agencies and presenting at neighborhood and council level meetings; Project Schedule and Predevelopment Budgets.

Project Management Primary client contact with authority to direct, control and monitor all preconstruction development activities. Administering all project phases from conceptual design, entitlements and construction documents; Primary responsibility for Risk Management, Budgeting, Proposals, Contracts with subconsultants, Scheduling, Planning, Design and Permit; Responsible for personnel administration and evaluating staffing needs. Coordinating and hosting pre-design and pre-construction meetings with developers, architects, engineers, general contractors and construction managers; Presenting high profile entitlement requests to local neighborhood and community groups, advisory committees, Planning Commissions and City Councils; Performing timely identification of cost and schedule constraints that may influence anticipated project opening; Preparing pre-construction and construction bid packages; Managing technical support staff, monitoring daily functions and delegated workloads; Key point person for preparing and responding to RFQs/RFPs for both commercial and residential projects.
Project Due Diligence & Feasibility and Entitlement Coordinating with clients, architects, legal staff, local municipalities, regional governments and national ministries, to ensure clear understanding of zoning, development, title and easement issues, planning and permit process requirements; Preparing both preliminary and detailed feasibility assessment reports which includes characteristics of physical site and potential uses, title and CC&R review, environmental issues, flood or wetland issues; availability-timing of utilities, signage restrictions; Evaluating site components to determine current construction condition, identification of all forecasted future construction projects and funding. Stantec Consulting Inc. Sacramento, California 2006-2009 Project Manager & Business Development I was a Project Manager for Stantec (formerly RHL Design Group, Inc.,) managing the Fresh and Easy Grocery store, Rite Aid Pharmacy and several other smaller national retail development groups with concurrent responsibilities in Marketing and Business Development. Responsibilities in Project Management included: maintaining client relationships; managing a team of seven designers and support staff, as well as all subconsultants. Managed due diligence; feasibility studies; managing and presenting all entitlement requests to commissions and councils; Preparing proposals and managing project budgets. Additionally, I was a key member of the Companys marketing efforts establishing rapport with key decision makers and influencers, uncovering business initiatives and projects within account base as well as new national clients, building client relationships by participating in 8-10 face-to-face client meetings a week, uncovering and secure new business opportunities, driving Client Interviews and Proposals. While with Stantec, I was responsible for managing the development of 2,550,100 square feet of retail with a construction valuation of $259,579,100.00.
USA Properties Fund Roseville, California 2003-2006 Acquisition Manager & Development Manager I was the Land Acquisition and Development Manager for USA Properties Fund, Inc., the largest multi-unit affordable housing developer in the state of California. Responsibilities included: Maintaining solid relationships with statewide brokerage community, State and local redevelopment agencies and managing a support staff of four. Responsible for the Site Selection process, Market Analysis, Acquisition of sites, Project Due Diligence and Feasibility; Coordination of land use and design approvals; Coordination and Direct Management of A & E design, overall management of the entitlement process for multi-family and senior apartment communities. I also co-headed the companys direct marketing effort to Sacramento area homebuilders seeking inclusionary opportunities. I represented USA Properties as an Associate Member of the California Redevelopment Association. I was also responsible for placing into escrow property values totaling $30M and developed 1,380 units with a build out construction valuation of $72,708,000.00.
Preconstruction Development Services, L.L.C. 1999-2003 Managing partner I started and operated Preconstruction Development Service, L.L.C. in September 1999 and served as the companys Managing Partner and Development Manager. PDS achieved $1 million dollars in gross revenue each year, during the years 2001 through 2002, and developed over 60 projects with a total construction valuation of $60,000,000. Clients included Fleming Companies, Food 4 Less grocery and fuel centers, Rainbow Food stores and Festival Food Stores, Toys R Us, Bed Bad & Beyond, Home Depot, CASCO Corporation and several other small retail groups. During this three-year period, PDS was directly involved in the site selection, preconstruction management and development of over 300 retail projects throughout the United States totaling 4,840,929 square feet with a construction valuation of $446,740,170.00.
Petsmart Corporate Store Support Group- New Store Development Phoenix, Arizona 1996-1999 Development Coordinator As Development Coordinator for the pet industrys leading retail chain of pet products and supplies, my primary responsibility was to manage off-site and on-site development of PETsMART self-development and build to suit retail store projects throughout the eastern United States and eastern Canada (over 150 stores) totaling 1,363,000 square feet with a construction valuation of $87,577,000.00.
Phoenix Holdings, L.L.C. Phoenix, Arizona 1992-1996 Project Manager As Project Manager, I was responsible for the identification and pursuit of potential development projects, the organization of all pre-acquisition feasibility and market research, submitting offers and broker follow-up, the coordination of development projects with outside providers, and the initiation of marketing campaigns for the sales of finished homes and home sites. I was also directly responsible for the development of over 8,700 acres and 5,000 single family home sites throughout the metro Phoenix area, with a development cost of over $500,000,000.00. At this time Phoenix Holdings was the largest residential land development company in Phoenix and the State of Arizona
Resolution Trust Corporation/F.D.I.C Phoenix, Arizona 1990-1992 Asset Manager My responsibilities included overseeing a Real Estate Owned portfolio containing large-scale REO master planned residential developments by Lincoln Saving and American Continental Corporation which, were taken into receivership by the RTC. Managed the on-going infrastructure development of several high profile residential master planned projects valued at $150,000,000, including all sale negotiations. I exceeded the RTC's liquidation goal by Thirty (30%) percent securing the RTCs highest book value for each project. For my efforts, I was awarded a Special Recognition Award from the Resolution Trust Corporation and F.D.I.C. The R.T.C. sunset (closed) in December 1992.
