Some projects were new construction and required my acceptance on progress, as well as confirmed construction applications met approved documentation. I was required to write correction reports to owners with cost to correct options.

Duties included setting national policies and procedures for the technical service division. Created training programs for property maintenance staffs that gave college credit. Produced and implemented special centralized purchasing programs that saved Equity millions of dollars. Created new purchasing standards for products and services for the construction and property management industry. Served on our 5-person due-diligence team for 3.5 billion-dollar merger. Was a motivational speaker for EQRs corporate World Leadership Tour. Supported and wrote national capital improvement standards for over 720 communities nation-wide. Selected to co-author new construction specifications, scopes of work, and special improvement details for third party builders. Performed on-site follow-up visits to ensure proper application compliance of those scopes and details, Utilized my background and experience in building over 12.000 apartment homes (plus hospitals, schools, county jails, DOD work, DOJ work, etc), managing large capital expenditures, and effected re-construction concepts for existing properties requiring critical technical thinking.

Started as 350 million-dollar developer/builder/management company that after its IPO grew to over 3.5 billion dollars. My duties included but were not limited to pioneering new role in the property managements group, i.e., Engineering Services. Provided leadership for construction capability to property management independent of in-house or 3rd party construction groups. Headed 5 divisions including, capital improvements/rehabs-renovations maintenance, crises management-fire and storm repairs, authored new unit/construction acceptance guidelines and ran all unit acceptance teams, Co-chaired new construction specs and scopes committee, and headed up all site assessment repair costs and budgets for new acquisitions, dispositions and capital improvements, Held a primary role in acquiring over 27 communities accounting for over 900 million-dollars. Estimated all Avalon portfolio capital improvement budgets for each year at Avalon, and all new projects required my review before funding. Negotiated, hired and managed all cap-x, storms, or fire related repairs and renovations from start to finish. Set up new industry-wide purchasing programs for Avalon. Worked with development and construction groups to integrate the best practices within budget and scheduled parameters.

Southern Virginia (Tidewater), Central Virginia (Richmond area), Reston, Virginia (North Virginia area), and Northern California (San Francisco, Sacramento, and Santa Rosa areas). Duties included working with architects, engineers, consultants, creating all budgets, material takeoffs, wrote scopes of work exhibits for contractors. I negotiated bids and vendor quotes, reviewed and monitored the projects vs. budget. Hired contractors, checked jobsites to ensure proper interpretation of scope with contract. Checked quality and progress, approved payments,
and signed contracts. Built and managed projects, while developing, training, and managing the estimating department.. Very computer literate wrote computerized estimating programs. Built over 4,000 apartment homes for Trammell Crow and purchased new Timberline digitized estimating System.
