Quality Acceptance Lead Inspector. Responsible for direction and management of the efforts of field technicians in testing construction materials for compliance with ASTM, ACI, TEX-DOT and FHWA specifications. The project involves 28 miles of roadway enhancements, including new bridges, storm drain improvements, HOV lanes, future Toll Lanes, rehabilitation of bridge structures, upgraded frontage roads along with intersecting surface streets and ITS improvements. This project is constructed by a consortium of Contractors called AGL Constructors, Archer Western, Granite and Lane. This federal transportation project is a “Design/Build” type administered by TEX-DOT.

Provided direction, coordination and technical oversight to various subcontractors in the construction and rehabilitation of sewer evaporation ponds at five remote sites on the Navajo Indian Reservation in northern Arizona. This was a federal contract administered by the Bureau of Indian Affairs, Gallup, NM regional office. Prepared daily progress reports, coordinated testing and inspection, prepared monthly progress billings, generated RFI’s as necessary. Prepared, updated and maintained CPM project schedule using “SURE TRACK” proprietary scheduling software.

Administered design consultant contract proposals and presented plans to governing body. Recommended contract award to low bidder and administered primary construction project contracts. Authored requirements and contract specifications for consultant construction support services including engineering design, construction management, construction inspection, construction materials testing and construction field survey control. Monitored and coordinated efforts of engineering consultants, geotechnical field personnel, construction field survey control and support staff. Managed multiple projects and successfully achieved milestones, ensuring projects complied with all cost and scope specifications. Developed and managed project progress tracking process for ongoing projects, ensuring successful, on-time completion, while maintaining compliance with all scope and cost specifications. Collaborated and interacted with colleagues in private industry and other government agencies. Developed effective means and methods for accomplishing project goals, in the context of the annual citywide Capital Improvement Plan, to meet project funding timeframes successfully. Prepared and tracked individual project schedules using “Microsoft Project” software. Administered $30M-$50M per year in Capital Improvement construction projects including construction support and design.
- Developed, implemented and administered five year projected citywide Capital Improvement Program (CIP) which is annually revised and approved. The CIP includes estimated individual project design engineering, construction and maintenance costs, a detailed scope of work and prioritization of projects based upon the City’s approved General Plan, currently occurring growth patterns and potential funding timeline constraints.
- Provide technical oversight (QA/QC) of private land developer’s infrastructure construction operations through contract inspection personnel for compliance with industry standard specifications for quality of workmanship.

- Awarded APWA Project of the Year, 1996 – State Route 111 and Washington Street Improvements. 2.5 miles of state highway widening, two-lane to four-lane with raised median. This project was initially to be constructed by commercial developer as a condition of the Development Improvement Agreement. When developer fell behind schedule he requested that the City exercise the right to take over and complete improvements at his expense. The project finished just on time and under budget.
- Awarded APWA Project of the Year, 1998 – Fritz Burns Park Community Pool. After several failed public bid attempts the city requested Design/Build proposals from pre-qualified contract firms and administered the first ever (for La Quinta) design/build contract for public improvements

Monitored weekly construction progress and efficiency based upon original project cost estimate and implemented appropriate corrective action based on the evaluation of specific task efficiency.

Springerville Generating Station – Units I & II, Project Lead Civil and Mechanical Inspection Engineer. Responsible for verifying and determining quality control compliance for all site batched structural concrete and concrete placements including, all pre-placement construction tasks (rebar placement, form setting, sub grade preparation, all disciplines of embedded or penetrating fixtures) and post placement quality assurance (concrete curing, form stripping, concrete yield and strength evaluation). This was an $800 million project that included my involvement in construction of: 26 miles of railroad track (for coal delivery), 17 miles of paved two-lane highway (for site access) and 200+ miles of 345KV transmission line.

Initially employed on this project as a laborer, one-year from initial employment advanced my responsibilities from Labor Foreman to General Foreman to Craft Superintendant, managing 250 laborers including Foremen and General Foremen. Approximately two-years from initial employment I was promoted to Shift Supt. directing the efforts of all crafts on the 3rd shift, (300 craftsmen).
