Serving as the Chief Systems Engineer (CSE) for ECBC IAW RDECOM Systems Engineering (SE) and Project Management (PM) Policy #44.


Primary Responsibilities:

1)   Determining how SE is implemented at ECBC to enhance focus on SE Efforts, providing direction, assistance, and guidance and participating on the RDECOM SE/PM Integrated Product Team (IPT).  This includes:

a.   Interfacing with RDECOM CSE counterparts to ensure constant and current flow of information.

b.   Coordinating and collects pertinent data from varied points of contact at HQDA, JPEO, and other DoD Agencies for use as best practices at ECBC.

e.   Serving as the Configuration Control Board (CCB) for RDECOM Organizational Standard Process (OSP).

2)   Collecting, sharing, and implementing SE best practices within ECBC and across RDECOM. This includes:

a.   Ensuring SE policy, practices, and tools are more accessible to ECBC workforce.

b.   Working with HQDA, RDECOM, JPEO-CBD community on SE related issues and concerns.

c.   Participating in the Army Systems Engineering Forum (ASEF).

d.   Interfacing with the ASA (ALT) SE organization and the various organizations involved with SE initiatives.

e.   Disseminating RDECOM best practice SE/PM tools to ECBC workforce.

3)   Supporting ECBC Project Systems Engineering Leads (P-SEL), reviews and provides recommended changes to the Project Plan submitted by the Project Lead to the ECBC Technical Director on an annual basis, and prepares required documentation for submission to the Tech Director. This includes:

a.   Having voting authority for ECBC at RDECOM SE/PM IPT meetings with respect to helping shape program planning and execution strategy.

b.   Making SE related implementation recommendations (through RDECOM SE/PM IPT) to the RDECOM Board of Directors (BoD) for official implementation.

4)   Providing SE assistance and guidance to the Project Lead (PL) and P-SEL during program/project technical reviews (including Requirements, Preliminary Design, Critical Design, and Test Readiness) spanning the life cycle of the project to inform stakeholders of major project decisions. This includes:

a.   Providing lifecycle architecture support related to SE (to include Development, Verification / Validation, Production, Fielding, Training, Support, Operations, and Disposal phases).

b.   Assisting with the planning to integrate all SE tasks and effectively implement disciplined systems engineering processes and procedures throughout all the acquisition phases.

5)   Serving as advisor to ECBC Project Leaders, Product Managers, and Project Management personnel on matters related to system of SE, associated processes, and the application of the RDECOM SE/PM Policy.

6)   Maintaining minimum SE training proficiency. This includes:

a.   Maintaining current knowledge of standard and emerging SE processes and tools.

b.   Identifying experienced SE personnel within Command (e.g., formal SE education, RDECOM SE Basics/Advanced Course, CLE-017, Systems Planning, Research, Development and Engineering (SPRDE) – Program System Engineering level III certified, etc.) as potential SMEs.

c.   Establishing “train the trainer” function using ECBC SE SMEs as trainers; providing RDECOM SE Basic and Advanced courses to build stronger SE workforce within ECBC and institutionalize standardized SE process across ECBC.

7)   Managing the development of the ECBC grassroots SE/PM program. This includes:

a.   Developing process flows and associated ISO-9000 based work instructions for all aspects of SE/PM activities at ECBC throughout the project lifecycle.

b.   Developing SE/PM Basic and Advance training modules for ECBC personnel.

8)   Performing other duties as assigned. This includes:

1)   Serving as a technical subject matter expert (SME) and Contracting Officer Representative (COR) for the Defense Threat Reduction Agency (DTRA) Joint Science and Technology Office (JSTO) supporting the Hazard Mitigation Materiel and Equipment Restoration (HaMMER) Advanced Technology Demonstration (ATD).  Directs high level segments of professional programs; responsibility includes focused development of requirements, policy, and guidance regarding technical data management of chemical/biological defense (CBD) items, creating processes/guidelines/techniques/strategies for technical and product data management that requires SME knowledge of and experience with data management best practices, creating solutions to support the product lifecycle, configuration management, and product data.  Using contractual formats/structures to order product data, government furnished equipment, data rights and proprietary markings, data delivery and verification, and data storage and repositories.  Plans, monitors, and verifies contractor cost, schedule, and performance; includes lifecycle management of product data with respect to customer needs/wants (such as conducting extensive investigation into technology development meeting divergent and conflicting constraints of use in military situations).  Reports to Director DTRA JSTO.


2)   Supporting the HaMMER ATD Technical Manager (TM) to ensure DTRA efforts align with overall HaMMER integration effort with respect to program cost, schedule, and performance goals. Provides SME support to Test Integrated Project Team (IPT); reviewing test plans and technical reports.  Assists TM with oversight of all integration work, to include ensuring appropriate technologies are identified, integrated, tested, scaled-up, and provided for technical and operational demonstration.  Under the guidance provided by the HaMMER Technology Transition Agreement, assists the TM to ensure that HaMMER technical products meet operational and transition needs to the maximum extent possible.  Reports to TM.

Assigned and reviewed work of multi-functional technical team, supporting technology acquisition throughout the life cycle, analyzing technical data, budget analysis, applying SE and QA concepts. 2)   Managed the JPM Guardian (JPMG) Installation Protection Program (IPP) independent assessment and analysis effort. Led group of GOVT and Contractor SMEs from ECBC, Army Materiel Systems Analysis Activity (AMSAA), the Test Evaluation Office (TEO), and the Institute of Defense Analyses (IDA) in the assessment of the IPP execution at Department of Defense (DoD) installations. 1)   Managed the Technology Review Panel for the HaMMER ATD, DTRA-JSTO, and the Joint Project Manager (JPM) Decontamination. This ATD supports the warfighter by demonstrating a tailored, all-hazards approach to mitigating hazards associated with current and emerging chem-bio agent threats. The primary focus was on the evaluation of technology areas (coatings, decontaminants, agent disclosure/decontamination assurance, and other hazard mitigation areas), for use by the warfighter based on market surveys, requests for information, and technical maturity to eliminate hazards associated with CB threats from all surfaces, while not creating additional surface damage. Responsible for leading effort to identify and match technologies with decontaminants, applications, and processes for targeting surface contamination. Managed and directed the cost, schedule, and performance aspects of the Technical Panel activities.
