Project Manager, Cost Engineer 2008 to 2011 Provided program & project management support to DOEs Environmental Management (EM) Office. Managed an onsite contracting team of up to 20. Ensured EMs projects were managed in accordance with DOE Order 413, DOEs project management policy & procedures document. Evaluated project performance by analyzing EVM, financial & project controls, schedule data, risk factors, and key performance parameters & indicators. Utilized and managed dashboards and graphics to compare performance to project baseline, life-cycle cost estimates, annual cost profiles, and completion estimates. Ensured timely importing of project data, and prepared detailed reporting to EM senior management and OECM. Facilitated the review and approval of baseline changes. Participated in the deployment of new data reporting & analysis software, PARS II. Ensured and maintained data quality of EMs corporate data IT systems: IPABS, PARS, and PARS II. Construction Manager 2007 to 2008 Oversaw bidding and construction of an urban, mixed-use project consisting of 1 office building, 2 residential buildings, 1 hotel, and 3 levels of underground parking. Managed architects, consultants, and contractors in order to maintain aggressive delivery schedules for design, permitting, and construction. Reviewed competitive cost & schedule estimates and negotiated contracts. Evaluated contractor performance through project controls and cost & schedule analysis. Performed timely financial reporting to investors and senior management. Evaluated complicated site conditions and constraints for constructibility. Performed VE analysis of the project designs in order to effectively reduce costs and to remain viable and competitive in the marketplace. Assistant Civil Engineer 1987 to 1993 Assisted Town Engineer with design and management of municipal civil engineering projects including utility installation, road improvements, and site development. Drafted civil engineering drawings, and drafted bid documents and specifications. Participated on department land surveying crew.
