Sole estimator on a forward operating base (FOB) of international coalition troops at multi-camp headquarters credentialed to provide estimates within Department of Defense (DOD) Defense Contract Management Agency (DCMA) criteria.  Estimates were scrutinized by both Project Control management, site management, and all stakeholders.  End users ranged from military and civilian contractors to third country service providers to the US Department of State.
Projects included all design, procurement and construction disciplines from site work, foundations, structural, architectural, and utilities to finishing and furnishing.  Stringent DCMA acquisition procedures and remote locations required unique delivery strategies and logistics for each project and FOB.
Estimates were produced for multiple FOB locations.  Security aspects at future base locations prohibited site visits and aerial surveillance was not an option.  Design drawings, experience and visualization were the best tools.
The project performance arena and diverse execution plans required both attentive cooperation with a diverse group of subject matter experts (SMEs) and specific geography adjustments.  Individual project estimates worth millions of dollars were successfully navigated through the entire approval process from FOB to Bagdad headquarters top program team including military and third party advisors.

Commercial construction of food stores, restaurants, retail and convenience stores with fuel stations, including site work, utilities, petroleum storage and dispensing, buildings, and interior furnishing, from groundbreaking to opening.  Projects included Family Dollar Stores, Burger King, Aldi, Giant Eagle food stores GetGo convenience stores and gas stations.
Total field construction responsibility effected from initial bidding, survey, layout, clearing and grubbing, utilities, foundations, slabs, and structural erection, rough and finish carpentry, electrical, plumbing, HVAC, drywall, tile and flooring, painting and roofing, to suspended ceilings.  Installation of walk-in and sales floor freezers and refrigeration, commercial food preparation and display equipment, shelving and signage, and parking lot paving preceded initial stocking, fuel fill, client employee training and the final objective and my personal favorite, turnover, cutting the ribbon and opening.

Pennsylvania Department of Transportation and private consultant inspection service for heavy highway and commercial projects, including piling, caissons, bridges, concrete structures, drainage, earthwork, concrete and asphalt roadway, bridges and precast post tensioned box culverts.  Performed progress pay estimates, quantities pay estimate preparation for volume, weight, area, and lineal pay units, materials sampling and inspection, and specification compliance verification.
Daily liaison duties were accomplished with local municipal authorities and the traveling public.  Audit reviews and reconciliations were completed with both state and federal government personnel and included contract administrative issues of Davis Bacon Act compliance and disadvantaged business contract target accomplishments.
Complete field files including project daily reports, logs, sampling and test results, supplier and material certifications and correspondence were maintained for both manual and automated record systems.  Overall schedule and cost progress as well as projected date and estimated cost at completion were closely monitored and variances addressed on a routine and continuous basis.

Construction management for wastewater collection system, pump stations and treatment plant, site building, and pump stations.  Project included right of way clearing, erection and commissioning of new 37.5KV overhead power feeder.  Signature authority was exercised for five prime contracts for monthly pay estimate approval.  A separate estimate for each contract progress payment and change order was prepared independently to support negotiations with prime contractors. Project was completed ahead of schedule, under budget and over a hundred change orders successfully negotiated were found acceptable to public funding audits that took place in my field office.
Progress schedule, cost to date and estimate at completion were delivered by written report and presentation at a monthly public forum.  Liaison with all local and state governments and private property owners was performed on a daily basis.

Renovation of Irwin Creek wastewater treatment facility including new primary and aeration tanks, new power, instrumentation and control, pump stations, yard piping, sludge digestion and effluent filtration.  Monthly cost estimates and schedule reviews were prepared for forecasting final completion cost, negotiating change orders and identifying and addressing variances.
Performed daily surveillance of all project activity to monitor compliance with project plans and specifications.   This included material sampling and testing, shop drawing compliance and monitoring equipment calibrations, component, equipment, and subsystem and system conformance with contract requirements.

Town of Greenwich, CT
New construction and renovations for Grass Island 50 MGD wastewater treatment facility including thousands of drive cast piles, numerous structures, new buildings, administrative office additions to final paving.   Project was from head end intake, screening and degritting, through primary settling and aeration tanks, secondary lift station, final clarifiers and chlorination to Greenwich Bay outfall.  New power was 35KV distributed underground on site to step down stations for final load connections.  Project scope included producing independent cost estimates for monthly progress payments, forecasting estimate at completion (EAC) and negotiating change orders to prime contract.
Daily contact and cooperation was affected with all team members which included the Greenwich representative, Gannet Fleming, prime and subcontract contacts.  This project was the first application of drive cast piles in the northeast US and was performed by Hudson Foundations.

Point man for construction and startup documentation from CM team of Parsons-Gilbane and DOE Systems Engineering.  Report to and function as the primary troubleshooter for the Director of Operations and Maintenance of six crude oil storage sites, offshore terminal (LOOP) and associated interstate pipelines connecting to critical region refining facilities.  Represented O&M contract interests on program level System Support Management Group.
 
Construction Manager, 1976-1978

Tehran Neka 400KV Interconnection
Tavanir, Iranian Ministry of Power, $300 Million
Total field responsibility, including final route selection, for double circuit 400KV transmission lines, switching stations and substations from Caspian Sea to Tehran through the Elburz mountain range.  Transmission lines, substations and switching stations traversed elevations that were from below sea level at the Caspian Sea through the mountain passes at roughly eleven thousand feet and then on to the plateau including Tehran.  The right of way access and roads were laid out and built by my project team after my selection of route and turning points received engineering approval in Tehran.  Planned and directed three prime contractors, six subcontractors, expatriate and TCN staff and trained host country staff.
