Pepper operates under the principal of Single Responsibility whereby the full cycle of construction activities, conception through project completion, are completed hands on by construction manager. including budgeting, estimating, scheduling, constructability reviews, value engineering, GMP preparation, or competitive bidding, project buy out and contracts, change order management, quality control, safety, dispute resolution, supervision of field staff and project close out. He has managed over 30 projects conception through completion. While at Pepper he designed and implemented their cost control - estimating system significantly reducing cost overruns and improving the firms competitive edge.

Subsequently Mr. Rosenbloom held positions at AMEC (Morse Diesel Intl.), Chicago Illinois, managing projects in the speculative and educational sectors, and joined Kenny Construction as a management representative in joint ventures for the program management of the Capitol Improvement Program at New Orleans International Airport and program management for the Adaptive Reuse of Soldier Field in Chicago

Most recently Mr. Rosenbloom was a Director of Construction at Westfield LLC, Los Angeles California, the largest retail property owner and developer on a global basis. He managed preconstruction and construction phases for major regional malls in California, inception, through entitlements, design, permitting, and construction, providing control and guidance in a cooperative design build effort with Westfields development, design, construction, and leasing departments.
