Some organization /departments were involved to the extent of justifying they had no jurisdiction.

The following projects were performed during tenure (1992-1998) at Rocky Flats Environmental Technology Site in Golden, CO.
Kaiser-Hill, Dyncorp, EG&G and Excalibur, Inc Golden, CO Environmental Chemist/Project Lead Lead and coordinated the completion of DOE facility hazard assessments (pHAs and IHAs) in accordance and compliance with DOE Orders, federal, state and local regulations (CERCLA, RCRA, OSHA, SARA Title III). Was the leading expert for this innovative approach to calculating and assessing threats to the environment and the public by processes employed by Rocky Flats. Ultimately responsible for the technical content of the entire document, including, but not limited to Chemical calculations, Hazardous Materials, Fire Protection, Environmental, Radiological calculations, Criticality calculations, and Hazardous Waste disposal. These documents were prepared (under my guidance) to meet all DOE Orders, Federal, State and Local regulations and requirements.
Senior Technical Expert/Environmental Chemist/Project Lead Introduced and implemented an innovative process for coordinating and leading a multi disciplinary scientific technical team to evaluate and document chemical and radiological hazards present or prove not present in the environmental clean-up processes at Rocky Flats.
Project lead and team member (chemical expert) on several teams assigned to evaluate certain highly dirty facilities at Rocky Flats. These teams were made up of nuclear physicists, chemists, biochemists, fire protection, emergency preparedness, and environmental scientists. Also served as the chemical hazardous materials expert for all teams/facilities.
Certified and trained in software used to enhance the accuracy for projecting chemical and radioactive dispersion to the atmosphere (ALOHA).
Team member to design emergency preparedness exercises to evaluate and update our emergency response actions needed at a Superfund and Hazardous Storage Site. Acted as radiological and chemical hazardous material specialist in emergency operations center cadre.
Authored and presented professional papers dealing with our integrated and team approach to process assessments (Energy Facilities Contractors Group EFCOG). These documents, newly required by the DOE and our innovative approach were favorably received. Was sent to other DOE facilities to transfer this innovative technology.
Initiated the first Emergency Preparedness Working Group for EFCOG). Was appointed chair.
Process Evaluation Engineering Hazards Assessments process and document development team/project lead for the newly adopted regulations ruling the conduction of integrated hazard assessments (ISAs). These assessments would come to include storage, recycling or radiological and chemical hazards for each process either proposed or existing. Coordinated and recruited talented multi-disciplinary team of experts to produce documents with a common thread of scientific accuracy and understanding from all scientific fields involved in storage, clean up and maintenance processes involved for a superfund site. Analyzed change control procedures and implemented corrective actions Reviewed and updated as needed or just in time facility and/or process hazard assessments and corrective action plans Oversaw design effort of co-developer and subcontractors. Wrote configuration management development-from shut down to start up to transition to D&D to Remediation Chaired design reviews. Aided in the first Rocky Flats Emergency Preparedness hazard assessment according to Federal Community Right to Know legislation and DOE Order 5500 series. Based on my previous experience with Coors Brewery and DOI. The Coors Project and DOI Federal Facilities Compliance Act resulted in 40 separate SARA Title III Community Right-To Know Response Plans and used for the basis of Worker-Right-to Know and other required plans or communications.
