GENERAL BACKGROUND

Thirty-five years of experience as a planning & scheduling coordinator primarily performing engineering, construction, startup, outage and long range planning project controls for nuclear & fossil power plants and plant construction & expansions for various industrial production facilities.

04/08 to 10/09: Lion Oil Refinery, El Dorado, AK
Lead Scheduler: Capital Expansion and Turnaround Team
Responsible for the integration of Engineering, Procurement, Implementation and Start Up schedule for a major capital expansion project. Develop, maintain and update project schedule. Developed the WBS for the schedule. Provided critical path and manpower analysis to the plant senior management and their general contractors using MS Excel & PowerPoint. Responsible for reviewing the input of schedule activities by the planners to assure the health of the schedule. Served on the T&D Scheduling Process Management Team (PMT) as the outside technical expert on Project Management and Scheduling philosophy and techniques. Developed a site procedure for implementation of a Long Range Planning and Change Control (LRP/CC) process, including forms and flow charts, and a charter for the site LRP/CC Committee responsible for implementing the LRP/CC process. Assisted in the development of a LRP/CC database based on MS Access, including database/table structures, input screen forms, standard output reports, and user query/report options. Provided training to new staff personnel on: their duties and responsibilities required to implement, update and maintain the LRP/CC database; their interface with, and the analysis provided to, the LRP/CC Committee; and their interface with the corporate Financial Management system. Training was provided to staff members on scheduling techniques, use of IBMs TSO facilities, and the use of Project/2s custom report writer and graphic packages. Responsible for incorporation of Design Change Package schedules, resources and man-hours into the Long Range Plan, along with major Capital Budget items and Life Cycle Management items.

Responsible for development and incorporation of outage modification schedules into the overall outage schedule, along with routine maintenance. Developed activity and project coding structures, logic templates, and OBS, RBS and WBS definitions for the Nuclear Projects Division. This also included the development of tracking and trending reports and graphs, using PSDIs Project/2 and Primaveras P3 & P3e scheduling software packages, to monitor the modification packages from the design phase to their installation. Analysis was provided to management on the schedule impacts caused by the modification-related activities. Training was provided to the junior staff members.

Senior Planning & Scheduling Coordinator: Energy Supply Division.
Responsible for providing expertise in the management process of planning, scheduling and cost control of capital and O&M projects plant outages and major programs. These responsibilities included the development and maintenance of long range schedules for resource and financial planning purposes and detailed schedules to monitor and control the design, modification and construction of nuclear and fossil power generation plants. Senior Planning & Scheduling Coordinator: Independence Steam Electric Station Project.
Responsibilities included the development, maintenance and monitoring of the project procurement, construction and startup schedules and the WBS/Code Fields for output reporting. This included providing management with monthly analyses at project review meetings of potential impacts to project schedules as a result of material delays, acceleration of project milestones and contractor schedule revisions. Assistance was also provided to the project by analyzing construction claims from contractors and preparing back charges against vendors with respect to schedule impacts. Responsible for supervising and providing on the job training for the project planning and scheduling department staff. Duties also included the development of procedures for system backup and recovery of the database.
