Mr. Feltons is the Senior Program Manager responsible for the management of the following Programs: FEMA (195m), Year Round A/C (96m), Profiency Plus (23m), Adult Career Education (60m), Relocatable Housing Units Seismic, (25m) & Core Food Facilities (117m) along with managing the program/construction managers for each program and the cost controls specialist for each program. Mr. Felton is the direct liaison between the client of each program and existing facilities Sr. Management. Programs are managed from scope implementation through construction closeout. Additionally, write board Reports for all new programs and brief Bond Oversight Committee Members and Board Members on status updates and questions or concerns. Review change orders, construction directives and Impact Statements for scope and budget concerns and approve as appropriate. Mr. Felton was the Sr. Program Manager responsible for the Los Angeles Unified reorganization and transformation in to Small Learning Communities (188m). This included developing a plan for the conversion of 47 Traditional High Schools, 3 New High Schools & 3 Technology High Schools with a budget amount of 188,000,000.00. Mr. Felton provided oral and visual presentation of the overall progress and status of the program to Superintendent and Board Members of the Los Angeles Unified School District. Mr. Felton started working with LAUSD in 1998 the beginning of the BB Bond Program as a OAR managing various projects/programs to include Safety & Technology, Modernization, Electrical Upgrades etc. Job duties included assigning and completing all contracts for Architects and Engineers, compiling all specifications and drawings for a complete bid package through final closeout.

Mr. Felton worked on various projects as a General Contractor. He managed budgets, schedules and subcontractors from inception to completion. Mr. Felton provided estimates for all jobs and maintained project budgets for profit through final signoff and within schedule constraints. He completed all subcontractor agreements, Residential Homeowner contracts and direct hire contracts necessary to complete the projects in the best interest of the client.

Mr. Felton developed project scope of work based on preliminary scope definition and drawings. He prepared contract and specification for project and packages to go out for bid. He coordinated pre-bid meeting and job walk with bidders for scope review and questions, implemented scheduled progress payments and overall job productivity. Mr. Felton was the Liaison between client and project management. He was responsible for all material procurement, maintained record drawings and as-built files, estimated projects as they arise during construction, coordinated with county inspectors to insure safe and quality projects. One year assignment project was completed facing transfer out of state.

Mr. Felton provided project management services on projects ranging from $500,000 to $5,000,000 in construction value. He served as the liaison between the Architect and Subcontractors. Mr. Felton coordinated all submittals, prepared estimates, assembled bid documents, negotiated contracts, prepared change orders, and issued RFI's, prepared purchase orders and addenda. Mr. Felton was also responsible for supervising construction site relative to job progress and issues. Six month temporary assignment project completed.

Mr. Felton was responsible for document control, schedule and progress maintenance & prepared field estimates. He coordinated with field supervisors regarding project concerns or issues. Mr. Felton provided field engineering for all trades during the construction phase and liaison between client and project management. He coordinated with city inspectors for permits, Set up document control systems and managed department. Mr. Felton completed the project facing transfer out of state.
