SUMMARY
Mr. Joyce joined WRS in April 2007, as a Senior Estimator on large projects, as well as leading the estimating and preparation of proposals on smaller projects and on modifications to existing projects. He is responsible for:
Leading the project development process from receipt of bid/proposal requests through project award.
Leading the proposal planning, attending pre-bid meetings, determining scope of work and required contents of estimate.
Reviewing bid documents, performing quantity takeoffs, sourcing vendors, preparing and submitting vendor solicitations.
Preparing initial bid level project schedules and reviewing estimates with Management.
Coordinating transition of schedule and budget to project management team.

Chief Estimator/Senior Project Manager. Project Sponsor. Responsibility for project profit and losses duties included: project evaluation, bid review and man-hour production analysis prior to bid submittal, supplier/subcontract award and evaluation, complete project management, field labor and equipment management from project start-up through contract closeout. I had a shared responsibility of area management for multiple ongoing TXDOT highway projects that included concrete paving, asphalt paving, rotomilling and fine grading. My responsibilities included daily contact with Department Of Transportation Project Inspectors, Prime Contractors, Subcontractors, Equipment Suppliers and Vendors as necessary for the ongoing support to field personnel.

Project Estimator/Engineer. Project Estimator: estimate crushing and plant mix production for asphalt lay down projects throughout the northern panhandle of Texas. While working in the Fort Worth District Office, I had the opportunity to be involved in multiple TXDOT and ODOT Highway lettings. On several occasions I was sent to project field office locations to assist in the field with my own experience, and to gain knowledge of the companies field operations. Assistant Segment Engineer: responsibilities included subcontractor administration, contract progress and payment applications as well as segment safety for the entire 200-mile inner-duct installation along Union Pacific Railroad ROW between Houston and San Antonio, Texas.

Estimator/Contract Administrator. Project Estimator: Estimate Kansas and Missouri DOT projects as well as City and County Road Construction and Maintenance Department projects throughout the metropolitan Kansas City area. Prepare bid documents, order surety bonds and insurance certificates, perform quantity take-off, solicitation of subcontractors/suppliers and field review to formulate a final cost estimate for review by Division Managers. Contract Administration: duties consisted of preparation and administration of subcontracts, purchase orders for all the divisions of the company, project scheduling and daily correspondence with owners, inspectors, subcontractors and our own field supervisors. In addition I submitted monthly payment applications, approved material supplier/subcontractor invoices and authorized subcontractor pay applications.
