During my career, I have been continuously associated with all phases of heavy highway, commercial and industrial construction: hydroelectric power plants both pump storage and free flowing; coal gasification plant, complete reconfiguration of pulp and paper mills; heavy highway/bridge construction; polymer processing facility, underground tunnels; shaft construction. While my career has spanned all disciplines of construction, this in no way eliminates my experience with OSHAs 1910 General Industry Standards as well as other pertinent CFR Standards pertaining to Safety and Health. I am also knowledgeable in EPA Regulations, and Fleet Safety Management relevant to the Department of Transportation including The Homeland Security Act Requirement. During this tenure, I have served as project safety supervisor, safety superintendent, project safety manager, S&H manager, and a District Safety and Health Manager. I have gained valuable knowledge in safety, environmental and human health issues with a unique understanding of accident claims and the insurance industry.

RELEVANT EXPERIENCE

2007 to Current: Highway Services (Division of Penhall Construction Heavy Highway)

Until September 5, 2008, I was the Safety Manager for Highway Services at which time a merge and reorganization took place. As a safety professional, I would oversee, facilitate, monitor and promote the Safety environment within the structure of the Highway Services organization. Remaining consistent with my previous history, I was committed to proactively providing our employees with a healthy, safe and productive working environment.

As A Senior Safety Manager I am responsible for leading a team in the development, implementing, and promotion of a proactive safety recognition program. The program in the past two years has seen a reduction in both our RIR ( recordable incident rate) of 68% and LTA (lost time accident) rate of 78%. This relates to a cost saving of $168,000 in workers compensation cost bringing down the cost per hour from 0.25 to 0.10. per hour. As a Senior Construction Risk Consultant, I was part of a comprehensive team, which, as part of my responsibility was to conduct interviews with perspective clients. Based upon that interview and the information gathered regarding past and current safety and security performance, I performed an extensive evaluation (account analysis) to determine insurability of that prospective client. Upon determination of insurability, I met with the Zurich team, the client and the insurance broker to recommend an extensive service plan. Responsible for administering the Kiewit Underground District's S & H programs throughout the United States, Canada, and Mexico. Developed and implemented procedures and policies to assure compliance with the applicable Federal and State regulations and regulatory agencies. Oversight responsibilities included supervising upwards of 32 Professional Safety & Health Superintendents and Supervisors in the discharge of their duties, coordinating their responsibilities with the project managers' support; this entails overseeing the administrative and management aspect of the S & H programs on eight projects providing a proactive and effective safe and healthy work environment.

Safety Manager, I-95 and I-75 Interchanges Fort Lauderdale, Florida
Worked on I-95, and I-75 interchanges with projects D, E, F, V, & U. Primary responsibilities were to manage an effective Accident and Loss Prevention Program. Duties also included establishing communications and coordinate emergency response by local emergency medical services, fire department and local enforcement agencies, plan emergency procedures response prior to need and appropriate agencies to cover fire, accidents to the public, flooding or hurricanes.

Project encompassed Bid Package 2 of CIA Headquarters Expansion for Central Intelligence Agency. Responsibilities included managing an effective Accident and Loss Prevention Program to ensure a safe and healthy work environment and oversee enforcement of procedures, policies and regulations relating to safety, hygiene, and fire protection as required for compliance with OSHA, state and corporate regulations. Assistant Safety Manager, Georgetown Mill Georgetown, South Carolina
Reconfiguration project for Georgetown Mill of International Paper. Responsible for overseeing the compliance with procedures, policies and regulations relating to safety, hygiene, sanitation, and fire protection as required by the client, Daniels Construction Company Accident Prevention Standards and OSHA. Provided emergency medical care and rescue to injured employees as needed. Investigated accidents/incidents and submitted detailed report to management pertaining to causes and effects and recommended action for preventing similar occurrences. Conducted weekly Supervisor Safety Meetings and provided an effective safety orientation for all newly hired personnel. Senior Project Safety Supervisor - Kingsport, Tennessee
