My areas of expertise include, but are not limited to, defining good system safety criteria drawn form existing source documents that promote the use of good practices and the application of consensus standards. The application of such criteria is, in some cases, dictated by the law, and little discretion is left for the project management or contractors. Examples are OSHA and DOT standards. In these cases the Systems Safety task is to research and apply these standards in a professional manner. Other requirements can be identified through research of past mishaps associated with produced or process and learned lessons. Risks and the means to dispose of them can also be derived from the analytical results of other disciplines, such as failure modes and effects analysis of human factors engineering. It is therefore essential that the requirements be interpreted and applied with the care and understanding of someone experience in system safety. This is the essence of the system safety approach. System safety analysis and assessment provide the basis for the application of existing safety criteria or the derivation of new requirements. The application and interpretation of safety requirements, standards or principles to a particular project, then, are not merely the research and application of written requirements. The ability to do this is based upon three factors: knowledge of the system, knowledge of the principals of the system safety discipline and knowledge of the intent of the applied criteria or requirements. This knowledge will help assure that a process is in place that will cause the construction project to be reasonably safe. I working knowledge of construction sites and have worked with contractors and sub-contractors for many years. Hands-on management leading successful corporations developing and implementing ISSPP (Integrated System Safety Program Plan) that governs procedures for conducting Project Safety Programs. The system safety program provides a means to systematically identify and eliminate or control identified safety risks and to provide an assessment of the safety risks. Developed System Safety Program Milestones Elegant Estates (commercial and residential builder) for all construction projects. As Project Safety Manager I developed a schedule of the necessary safety activities (e.g., meetings, checklists, prepare the hazard Listing for review and Catalog which constitutes the Preliminary Hazard Analysis report completion and Project coordination efforts for all construction projects. As the project progressed this document and schedule would be updated and re-boarded to assure that all areas understand the impacts and are able to provide the required safety reporting.
Developed System Safety Requirements U.S. Steel new construction development group (commercial builder partner). In addition to the general internal safety requirements I administered to and trained contractors and sub-contractors in the external governmental organizational requirements such as OSHA, DOT, DOE, etc. This program was documented and cataloged to encourage a safer construction workplace.
Developed System Safety Methods - A.K. Steel as Safety Manager I was able to prepare the Hazard Listing and catalog which constitutes the Preliminary Hazard Analysis. This package documents all hazards or potential hazards resulting from Operational Systems, subsystems, and associated support equipment.

To assure the safety of hardware and personnel, I am accountable for Operational Safety documents and ensure they will be in place for each location before personnel are present, and shall be the safety documents followed during construction of Projects. During facility commissioning and construction, with various contractors on-site along with personnel, the Site Operational Safety document shall be the prime controlling safety documents. On-site contractors have to understand and integrate their safety systems to satisfy the construction safety requirements and procedures. When safety hazards are identified by the system or contractor personnel that affect the safe operation between contractor safety procedures and operational safety requirements/procedures, I have the authority and responsibility to cease all work in the affected area(s) until safe procedures can be generated and incorporated into both our company and contractor safety documentation. Such action may require us or the contractor personnel specific training and certification before work can be resumed.

I was accountable for the Project Safety Plan and documenting requirements that define the approach to ensure safety for personnel, equipment, and facilities throughout all phases of Project construction activities. I would define acceptable risk consistent with Project goals and resources. The object of my safety system plan was to identify the (1) processes to determine the potential hazards associated with each Project and (2) courses of action for reducing these hazards to an acceptable level. This activity was documented, reviewed and approved. The process results are the basis for generating the site specific Operational Safety Plans and the various Operational Safety Procedures that will implement the risk reducing courses of action, to include corrective activities in the event of a mishap.
