REGIONAL Sr. MECHANICAL ENGINEER

• Serve as Sr. Engineer team leader for branch engineering design and review projects and in providing consultative services on interpretation of regulations, standards, engineering criteria, and related mechanical engineering concerns. Experience in analyzing and resolving complex technical and management issues attaining performance improvements, overcoming difficult problems, making decisions, judgments, and recommendations based on interpretations of codes and criteria even when complex matters may not meet standard criteria clearly/exactly.

• Oversee Operations and Maintenance (O&M) activities and contract development implementing preventive maintenance activities and policies including condition based monitoring and verifying that O&M activities comply with Defense Health Agency (DHA) regulations and accreditation standards (i.e. The Joint Commission)

• Perform analysis, using data mining and understanding of data sources, of facility deficiency/requirement documenting with understanding of Plant Replacement Value (PRV) analysis, Facility Condition Index (FCI), deferred maintenance requirements, and implementation of BUILDER.

• Provide Energy Management support for all facilities within region. Develop MTF Energy Master Plans and FECx recommendations and related projects to address energy improvements.

• Current knowledge of industrial facility life cycle management methods; emergency management principles; environmental safety and health laws and methodologies (Joint Commission Hospital and Medical Accreditation Standards, OSHA, UFC, IBC, NFPA) , project management principles, and construction policies, procedures, practices and cost accounting and control methods; operating characteristics of steam and chilled water generating, and distribution systems.

• Perform OIPs and SAVs, inspecting to determine quality of operational performance of MTF Facility Management operations compared to requirements validating that all activities meet or exceed accreditation requirements (Joint Commission, AAHA, NAACLS).

• Serve as project officer/team leader for studies of the most complex mechanical systems servicing unique medical requirements with responsibility for evaluating, advising, and reporting on the operation, maintenance, adequacy of design, and compliance working to improve performance and overcome difficult problems with applicable ventilation, safety, and health related standards in medical facilities such as hospitals, clinics, dental clinics, medical research laboratories and veterinary facilities

• Perform feasibility and constructibility studies on construction design parameters, reviewing reports for quality and technical requirements and administrative accuracy and sufficiency. Review draft technical documents and facility related policies and regulations as directed by senior leadership and higher headquarters. Conduct design reviews of designs to evaluate the proposed site prep packages, initial outfitting, transition, master plans, mechanical, electrical, plumbing, Fire Protection, smoke management, medical data systems, and other related automated facility systems for new construction, expansion, modernization, repair and renovation projects.

• Recommends changes in budgets, design, project plans, specifications and schedules to accommodate conditions as the construction site or to expedite construction. Recommends changes to and develops policy for all program areas assigned. Evaluate operational effectiveness through review and analysis of appropriate production reports and inspections.
