Job Description:

Position Summary
Director of Construction & Design will be responsible for preparation of construction documents and oversight of the project for in-house projects and serves as user agency representative on state projects.

Responsibilities
35% - Capital Projects - Directs, manages, and supports all Project Staff and accountable for the planning of all renovation projects within Facility Services and with other UNO departments. Provide design, layout, and cost estimates on new and renovation projects, working closely with architects, engineers, vice-presidents, deans, department heads and private contractors. After approval of design, prepare front-end documents, drawings and specifications for soliciting quotes or bids per state guidelines. Review all plans and specifications to ensure designs comply with all applicable local, state and federal codes, including American's with Disability Act. Meets with Fire Marshal, or other regulatory officials, as needed to ensure the safety of buildings and occupants. Interact with City and State safety officials in matters regarding the safety and conditions of buildings and equipment.

10% - Financial - Manages budgets to ensure construction project stays within approved budget, follows accounting procedures and systems to comply with university and state guidelines, responsible for all Facility Services billing/ expenditure actions as it relates to construction projects.

30% - Contractors - Direct the contractor(s) and architect(s) on the proper procedures they must follow to ensure the timely and proper completion of construction projects in accordance with plans and specifications. Review and approve contractor and architect schedules and coordinate work with department heads and building engineers. Test, inspect, verify, and approve construction and renovation projects, including materials and methods used by contractors and sub-contractors. Verify contractors' adherence to all applicable building, fire and safety codes. Review projects at time of substantial completion, generate contractor punch lists to be completed, and ensure punch compliance prior to approving final contractor's payment. Take appropriate action against any contractor not adhering to their contract or deviating from the project plans and specifications. Resolve all contractual problems in the best interest of the University of New Orleans.

5% - Administrative - Responsible for approving and processing payment applications, change orders, project close out documents, contractual service agreements and contract amendments and all other areas related to work-flow and project management. Coordinates projects with Facility Services, Maintenance Group, and customer departments from initiation of projects through close out.

15% - Procurement - Oversee all design drawings and write specifications for renovation projects prior to submission for bid. Coordinate the work of Project Staff with outside contractors to obtain cost estimates for renovation projects. Instruct and guide the Project Staff in determining the proper scope, cost and feasibility of renovation projects. Insure efficiency, safety, and economy of effort and cost.

5% - Perform any other tasks related to the job as assigned by the Associate Vice President of Facility Services.

Required Qualifications
Bachelor's degree in Architecture or Interior Design, and ten years of progressively responsible related experience; demonstrated successful interpersonal communication and leadership skills; demonstrated skills in capital and facilities budget management and management of construction projects and other related activities; and experienced using Auto - Cad, all components of Microsoft Office (including Project, Excel, Word, Outlook & Access) and PeopleSoft



Desired Qualifications
Licensed Architect or Registered Interior Designer. Advanced degree; 10 or more years of progressively responsible related experience
