Public Works Operations Supervisor - Public Works Maintenance Division & Solid Waste and Recycling Division (1995 - 2009)

Reporting directly to Director of Public Works, managed resources and personnel related to developing, implementing, and maintaining the public infrastructure. Prepared cost estimates for desired projects and required equipment and materials; participated in budget preparation; and administered individual program budgets. Areas of direct accountability included street maintenance, traffic control striping and devices, street sweeping, graffiti abatement, tree trimming, landscape and park maintenance, and maintenance and repair of city bus stops and the Metrolink Rail Station. Established schedules; directed activities; and monitored work flow. Trained, assigned, supervised, and evaluated staff; and conducted pre-job and safety meetings. Coordinated maintenance activities with engineering projects, and assisted Engineering Department with capital projects. Participated in cost reduction projects, including developing and implementing new techniques, and researching and evaluating alternative materials. Researched and selected vendors; prepared RFPs for contractual services; prepared/processed requisitions and payments for purchases and services; and compiled and presented monthly status reports. Inspected and evaluated public complaints/service requests; recommended appropriate responses and scheduled work as required. Inspected and prepared detailed informational reports regarding claims filed against City related to the infrastructure.

Managing contractual services for refuse and recycling programs, led Citys efforts to address States compliance order for Citys prior failure to meet mandatory diversion. Interfacing with State representatives and hauler, developed and administered new Construction and Demolition recycling program, and residential and commercial green waste collection protocols. Wrote new ordinances and modifications to existing ordinances to increase total diversion; and assisted hauler with field audits and preparation of new base year study to accurately reflect solid waste trends. Successfully achieved complete compliance with States AB939 mandates.

Associate Engineer (1994 - 1995)

Administered all capital improvement project contracts. Negotiated prices and schedules; monitored outside consultant activities; coordinated inspections; reviewed design changes and change orders; and approved progress billings. Researched project design requirements, and designed and prepared plans, engineering designs, and specifications for capital improvement projects. Performed calculations; prepared estimates of time and material costs; and prepared and presented recommendations for revisions and improvements. Investigated and resolved field problems affecting property owners, contractors, and maintenance operations.

Civil Engineering Assistant (1989 - 1994)

Reviewed private development proposals, including subdivision and parcel maps, and presented recommendations and reasons for denial or approval. Performed plan check services for grading plans and street improvements relative to new development.
