Position: Mission Assurance Manager and Design-Build Manager


Mr. Caballero was the Parsons Mission Assurance Manager and Design Build Manager, stationed at the National Geospatial-Intelligence Agency (NGA) Campus East (NCE), a $2.4 billion LEED Gold installation. Mr. Caballero was responsible for coordination between the construction, construction management, deployment, and IT contracts. He served Parsons as the Base Operations Support East (BOS-E) representative in working groups, planning, and contract interpretation, in charge of contract deliverables, asset management, and is the Parsons point of contact with program stakeholders. After occupancy was complete, Mr. Caballero transitioned to the Parsons BOS-E IDIQ Design Manager, responsible for planning, design, production, and construction of IDIQ design-build projects at NCE. In September 2010 Mr. Caballero received a Star Partner Award from NGA, as the first Parsons employee to receive the award. In August 2011 he received the Excellence award from NGA, and is the only Parsons employee to receive this award.

Mr. Caballero was stationed on-site full-time as Construction Administration Manager at a new $2.4 billion LEED Gold USGBC certified complex for the US Army Corps of Engineers in behalf of the NGA. As a team leader, he managed the construction administration phase and was the liaison representing the multi-discipline design team. Mr. Caballero coordinated construction administration services, participated in numerous weekly meetings with the client, end user, contractors, inspectors, and other government and industry professionals, reviewed RFIs and submittals, conducted field observations, generated reports, researched products and systems, and conducted quality control reviews prior to each incremental design submission. Mr. Caballero specialized in negotiating resolutions, building relationships with project stakeholder representatives and industry officials to facilitate a collaborative decision-making process, and supported the Program Management Office to mitigate sensitive complex issues. Description: NGA Campus East (NCE) The Main Building is the second largest Department of Defense building in history (The Pentagon is first). The project entailed the construction of six structures, all USGBC LEED Gold certified. The Campus consists of 1) The Main Building is a world class architectural design. The building is formed by two offset interlocking curved wings with nine cores. The wings are nine stories and 1,000 feet long by 135 feet wide. A 450 foot long nine story central atrium is covered with a translucent ETFE roof allowing natural light to penetrate. The Building offers two million SF for 8,500 occupants, houses the NGA College, the NGA Operations Center, the largest Intelligence Community auditorium, conference spaces, gymnasium, restaurants, etc. 2) The Central Utility Plant is a two story 89,000 SF building, housing eight cooling towers, nine emergency generators, seven chillers, and has a green roof assembly over a large loading dock. 3) The Technical Center is a four story 146,000 SF facility housing a massive data center of 800 racks, 1,400 blade servers feeding 20,000 computers. 4) The secure Parking Garage provides 5,100 employee parking spaces. 5) The Visitor Control Center is the welcoming entry point for all visitors to the Campus, and provides security screening areas, a conference room, interview rooms, and program support areas. 6) The Remote Inspection Facility is a secure screening area to manage truck deliveries.
