I have thirty plus (30+) years of management and engineering experience. Projects I have managed include several privately owned master planned residential and commercial developments; complex construction projects; and many turnkey projects. Since June of 2008, I have been working as Program Manager for DHS/FM&E/FOF and DHS/FM&E/TI, Washington, DC. Before that, I have been Senior Construction Project Manager and Senior Land Development Project Manager for more than 10+ years and prior to that I have been Construction Project Manger for 15+ years and lastly a civil design engineer for six (6) years.

  • Provide initial site/project review assessment that may have an impact on the development plans, project costs, design, etc. (i.e.: wetland, environmental, geotechnical, archeological, municipal and Governmental requirements, and other determination which may adversely affect the programs and/or projects and compile due diligence information to determine the feasibility of the program and/or project including detailed preliminary budgets analysis).

  • Rezoning of land for intended use to meet the program/project goal and developing the land into beautiful master-planned communities to include commercial section, shopping areas, many types of residential sections, multi-family, condominiums, apartments, senior living section, golf course, recreational facilities, club house, child-care facilities with all new infrastructures (i.e.: roads, water/sewer, electric, and other dry utilities) to support the master planned community

  • Hire and manage all supporting outside professional teams to include but not limited to development planning team, team of architects, various specialty engineering design team, Environmental team, wetland, biological, & archeological team, geological team, noise & traffic study team, and survey team.

    • Architectural plan, wetland permits application, archeological study report, environmental plans, endangered species study, and required mitigation plan as required by Agency for rezoning review, approval, and construction permitting process.

  • Rezoning, permitting, development, and construction of Program/Projects included light industrial warehouse buildings and cell buildings using tilt-up precast concrete panels and other commercial and facility buildings using pre-engineered structural steel to include multi-story office buildings, retail shopping centers, convenient stores, fast food restaurants, multi-tenant office buildings and etc.

  • Review and approve technical specification documents for accuracy and completeness.

  • Review and finalize bid packages (RFP) for bidding to construct and/or to receive services, accept bids, negotiate, and execute construction and/or service contracts.

  • Selecting, hiring, and managing in-house project team members to include superintendents, assistant superintendent, supervisors, QA/QC team, geological team, and other essential supporting staff.

         Accomplishments include budgeting, land planning, architecture, engineering design, environmental assessment, wetland study, surveying, geo-technical, quality control, and contract administration, bidding, awarding various professional and non-professional contracts for construction and services. Managing construction responsibilities included vertical and horizontal construction of Commercial buildings/facilities, Light industrial buildings/facilities, residential, buildings to include single family homes, multi-family homes, condominiums, apartment buildings, recreational facilities, club houses, parks, play areas and etc, QA/QC, periodic inspections, final acceptance and close out.


         I have successfully interacted and worked across many different Cities, Counties, State and Federal agencies and their staff during rezoning, review, approval, permitting, inspection, and acceptance process. I have also successfully interacted and worked with owner, partners, stakeholders, Contractors, sub-contractors, professional service providers, vendors, and co-workers.


         I have maximized profitability, completed projects on time and within budget, and exceeded company expectations by implementing proactive management skills and implementing the highest QA/QC programs for 95% of the time.

12/2010 Present     Program Manager (PM) I am responsible for the Design and Construction of Land Port of Entry (LPOE) facilities along Northern US/Canada Border and along Southwestern US/Mexico Border. I work as a contract employee for the DHS/CBP/FM&E/FOF/PMO in their Washington, DC office.


                                   


                                    As CBP/FOF/PMO PM for design and construction my responsibilities include:


         Managing design and construction programs of LPOE for the CBP/FOF/PMO office along Southern US/Mexico and Northern US/Canada borders.


         Managing design and construction programs of LPOE repair and alterations for the CBP/FOF/PMO office along Southern US/Mexico and Northern US/Canada borders.


         Reviewing design through all phases of design to make sure that the design is in compliance with the contract and approved design standard for the specific type (large, medium, small, and micro) of LPOE, meets CBP, IA, OIT, and PMO requirements.


         Develop approved design audit checklist for each project to assure the completeness and accuracy of design.


         Hold review meeting to include all stakeholders and review design work using contract, approved bridging documents, and approved standard design documents at 35%, 65%, 95%, and 100% of design stages.


         Develop approved construction checklist for each project to assure the completeness and accuracy of construction during construction phases.


         Make site visit at 50% and 100% completion to assure that the construction work is in compliance with contract, approved bridging document, approved construction drawing, and approved standard design documents.


         Review and approve all fixtures, furniture, colors, finishes, and flooring


         Review and approve all change orders during design and construction phases.

06/2008 09/2010      Program Manager (PM) Management of Maintenance and Repair (M&R) of Tactical Infrastructure (TI) and other facilities and assets located along the US/Mexico Border. I have been working as a contract employee for the DHS/CBP/FM&E/TI/PMO in their Washington, DC office.


 


                                    As CBP/TI/PMO PM for Maintenance and Repair my responsibilities include:


         Managing all aspect of Maintenance and Repair (M&R) programs for the CBP/TI/PMO office along Southwestern US/Mexico Border:


         Review RFP to assure that program requirements clearly outlined, QA/QC requirements are included, contract compliance clause is well defined, deliverables are well documented, BMP is described fully and other contract requirements are included.


         Track, oversee, review, and approve fund requests for programs and follow up to make sure that these funds are moving through process and are obligated in a timely manner.


         Track program progress and funding requirements; communicate with on site-contracting officers technical representatives (COTR) to assure the quality of work and contract compliance.


         Periodically make site visits and attend project development Team (PDT) meetings, report all findings to and communicate with division director and upper management, and follow management policies and directives.

                                    As a senior project manager for ATAPCO Properties, Inc., I was responsible for:


         Managing development and construction of basic infrastructures, dry and wet utilities, several tilt-up warehouse buildings, Cell buildings, commercial buildings, retail multi-tenant buildings, fast food restaurants including interior tenant fit-out per tenant requirements  in Prince Georges County, Maryland.


         123 acres site located at the southwest corner of 95 South (exit # 13) in Capital Heights, Maryland were developed into several light Industrial tilt-up warehouse buildings, office building, and other commercial sites to include hotel site, WAWA gas station, CVS drug store, Chic-Fil-A, multi-tenant building, and other fast food, and sit-in restaurants.

Construction Toll Brothers, Inc. Southern Maryland Division, 4303 Forbes Blvd., Lanham, MD 20706


 


As a senior land development manager for Toll Brothers, Inc. responsible for:


         Developing two master planned communities (Willowbrook and Locust Hill) in Prince Georges County, Maryland.


         These two communities included all basic required infrastructures, several types and sizes of single-family homes including condominiums town homes, adult living, recreational facility, and landscaping, total of 1384 units combined. The cost of total improvements was $300+ million.


         I managed all engineering services to include design of infrastructures, wetland delineation, mitigation, and permitting archeological survey, endangered species survey, environmental site assessment, boundary survey, and geo-technical services for these two residential and commercial master planned developments.


         Rezoning of 1000+/- acres land to develop into Willowbrook (832 units) and Locust Hill (552 units), a combined 1384 Lots master planned communities to include products such as various types of single-family homes such as Estate, executive, and point and multi-family homes such as Villages, Carriage homes, Town homes, Condominiums, Club house, Recreational facility, Tennis courts, Parks, and Play areas.

                                    As a Senior Project Manager I was responsible for:


         Rezoning of several company owned wooded lands into master planned communities located in South Carolina, Georgia, and Florida.


         Developed 15,000 acres of land called Carolina Forest in Myrtle Beach, SC, 1,911 acres Berwick Plantation in Savannah, GA; 4,578 acres Little Neck Road development (Carter Adams Tract); and 5,800 +/- acres Godley Tract in Pooler, GA; 3,173 acres Research Forest Tract and 1,468 acres South Buckwalter in Hilton head SC; 7,824 acres Golden Island in Jacksonville, FL.


         All these were developed into a master planned communities of combined 10,000+ single family homes, 5,000+ Class A apartments, 1,500+ acres of commercial and neighborhood shopping areas, schools, churches, hotels, and recreational centers, and many parks and play areas


         Included 20+ miles of infrastructures to include roads, storm drainage, water and sewer lines, pump stations, elevated water storage tank and dry utilities.


         Total project cost 1,379 million

                                    As a Project Manager I worked with a group of investors from India to set up and start a Concrete Block and Pavers Manufacturing Plant in Delhi, India. The plant was capable of manufacturing 3000+ blocks or pavers per 10 hour day.

I started as project engineer promoted to assistant project manager and then to project manager. My projects and responsibilities were to:


         Manage and complete many horizontal construction projects such as Industrial Park, Highway, Roads, Airport runway, Flood Control, Sewer, Water and Wastewater Treatment Plants. Other projects included vertical construction projects such as office building, apartments, Condominiums. civil, structural, electrical, and mechanical maintenance, repairs, and alteration of apartment and multi-family buildings, residential buildings, commercial office buildings, warehouse, and facilities.


         Flood control project included site work, earthwork and approximately 40,000 cubic yard of reinforced concrete structure in Vidalia, LA. Total project cost exceeded 105 million.


         Wood County (WV) Airport runway expansion project included 3 million cubic yard of fill material that was borrowed by blasting top of a mountain on the airport property and to extend 102 feet of existing runway making it the longest runway in the West Virginia later the borrow area was developed in a beautiful industrial park under my management.


         Managed several new wastewater treatment plants and installation of several miles of sewer and water lines for Beckley and Webster Counties in West Virginia. Total project exceeded 17 million.
