Experience :
During the past 33 years my experience has given me a diversified knowledge of architecture and construction. I have designed hundreds of housing units including apartments, condominiums, townhomes, production housing, and fine custom homes. Also, I have designed numerous office buildings, restaurants, motels, hotels, and tenant improvements. This experience includes supervision of design, AutoCAD and other software, and construction, site selection, planning on and off site, payment approvals, quality control, client contact and public hearings. I enjoy and take pride in my work.

Employment History
1987 to 11-1-09 Self Employed Architect / Contractor Keith A. Winnie Architects Inc. and Keith A. Winnie Design & Build Inc. Title : President Contract with owners of property to complete a building design project, select and coordinate design consultants, interface with governing agency, select and coordinate building contractors and or subcontractors. Inspect construction for quality and make payments to sub-contractors. I have designed hundreds of housing units including apartments, condominiums, townhomes, production housing, and fine custom homes. Also, I have designed numerous, tenant improvements, office buildings, restaurants, motels, and hotels. Projects budgets range from a few hundred thousand dollars, to several million dollar projects.
Since 1987 I owned KAW Architects Inc., in this position I met with clients, ascertained what the requirements of the new building would be. Then I would do the preliminary design. After the preliminary design was approved I would hire, and train, staff, survey teams, structural engineers, civil engineers, mechanical engineers, coordinating the design work, scheduling, and supervise the working drawings progress make sure the drawings meet with the design requirements, codes, budgetary limitations, and time lines. I would assign each member of the team, a work assignment, and give them a schedule to meet, review their work, I would evaluate the work and have corrections made, and issue payments to consultants. Design projects span the country nationwide, from Georgia to Guam, many in Hawaii, this has given me a depth of knowledge of what is important to governing bodies. After the plans where drawn, I would have the plans submitted to the governing agencys and have the plans approved. Many times, I would have to go to public hearings, planning boards, and county boards or city councils, for required public hearings, and meetings to explain the project merits, and have the boards approve the projects.
In 1995 I stated a construction company to build my designs. As the owner of KAW Design & Build Inc. I would take the approved plans from my designs to the construction of the buildings. This would involve my staff, and all sub contractors to complete the project. I would set a budget for the project, hire, train, and supervise all personal for the project. This includes field engineers and professionals for construction and all subcontractors and labor. I would set and adjust schedules as needed, inspect work for compliance to plans and check the quality of work. I would collect funds from the owners and authorized payments, have my staff make the payments to sub contractors for completed work, and keep project on budget. Most important during construction observation, I would evaluate the work and have corrections made. At the end of construction I would transfer the project to the owner, have any adjustments required by the owner made and collect final payments.
1983 to 1986 Foodmaker Inc. P.O. Box 783 San Diego CA 92112 Title : Regional Construction Manager Principal duties : To coordinate all phases of restaurant construction. I met with the vice president of the construction department, ascertained what the requirements of the new building site would be. Then I would do the preliminary design. After the preliminary design was approved I would have the company Architect staff, and structural engineers, civil engineers, mechanical engineers, and coordinating the design work, scheduling, and supervise the working drawings progress make sure the drawings meet with the design requirements, codes, budgetary limitations, and time lines. Design and construction projects would be in the states of Arizona, California, Washington, and Hawaii. I would travel to each site. Determine city or local requirements and hire consultants and direct their activities to achieve the required results of time and money for each project. In this office I designed large apartment complexes ( 800 units ) and shopping centers. I would do the preliminary design and supervised draftsmen in the production of construction documents.
