CURRENT POSITION Contract Compliance Officer PA Department of Health Harrisburg, PA Oct. 2008 present Direct and monitor the Department Of Health (DOH) Contract Compliance Program to ensure vendors comply with Civil Rights laws, rules and regulations. Contracts and Grants contain Nondiscrimination and Sexual Harassment policies during delivery of services.
Review and monitor the Division of Contract staffs determinations for Minority and Women Business Enterprises commitments for contracts $50,000+ and grants $100,000+ and verify payments from prime contractors. Also, inform Directors of contracting activities and spending trends of services for the DOH.
Monitor and examine current practices for awarding contracts and grants to Minority and Women Business Enterprises. Consult Legal Counsel to reduce potential harm and liability costs.
Ensure and verify solicitation of certified Minority and Women Business Enterprises and make recommendations to Deputy Secretary, Human Resources Director and Legal for process improvements. Monitor, generate and analyze data used to measure the participation of actual dollars spent by DOH on Minority and Women vendors, and report findings to senior management.
Develop the Annual Contract Compliance Plan and submit quarterly and semi annually progress reports to Deputy Secretary and Human Resources Director.
Conduct On-Site visits to vendors to ensure compliance to terms and conditions of contracts and grants. Monitor, review, analyze and conduct investigations of discrimination complaints from employees of prime contractors and subcontractors doing business with the DOH.
Develop corrective action plans for contractors and subcontractors that do not comply with civil rights service delivery compliance requirements.
