Company Description:

The City of Beloit operates under the Council-Manager form of government, which vests authority in an
elected City Council, which in turn, hires an appointed executive. The City Council is composed of seven
members elected at large on a non-partisan basis, to serve two-year terms. The powers, duties, and limits
of authority of elected officials and City Manager are outlined in Chapter 64 of the Wisconsin Statutes.
The City has a total workforce of approximately 370 employees and has an annual budget of $93 million in
2011, The Public Works Department alone accounts for approximately $28 million.

About the Department of Public Works
The Department includes 157 full-time employees and encompasses Engineering (public improvements/
infrastructure), Operations, Parks & Leisure Services, Transit and Utilities (water, wastewater, sanitary and
stormwater collection and treatment operations).
Engineering has five professional engineers in addition to the City Engineer and is also staffed by the public
works administrative coordinator, three engineering aides, and two GIS specialists. The coordinator for
the Metropolitan Planning Organization also has his office in Engineering. Capital projects in the ranges of
$200,000 to $8 million have been completed in recent years. Ongoing projects are street resurfacing and
the sidewalk program, as well as initiative programs for the east and west sides of Beloit and water main
replacement. A gantry will be constructed soon to showcase downtown Beloit, finishing the project which
constructed a block of State Street in brick. Energy saving improvements is being made to the Citys
wastewater treatment system. Solar panels are in the works for the city hall building to save energy costs.
The Operations Division is comprised of fleet, central stores, traffic safety, snow & ice control, street
maintenance, forestry, right of way, emergency management related facilities and grounds and solid waste
and recycling for the City. Of the nine areas that Operations has responsibility, sustainability is at the forefront
as a way to conduct business. The operations encompass 42 full time and 12 part time employees
that maintain 190 miles of street, 28,000 terrace trees, 66 acres of right of way, over 20 acres of lots and
approximately 4,355 signs. Fleet maintenance maintain more than 300 equipment pieces for the city ranging
from lawn mowers to semi-tractor trailers. Currently fleet is working with hydrogen on demand systems
through an EPA grant. The central stores maintains an inventory of approximately $600,000 annually.
Solid waste and recycling provide weekly curbside collection of 13,000 households and city facilities
with a recycling diversion rate of over 35%. The City of Beloit won the 2009 American Public Works Association
Snow & Ice Excellence Award for North America for its state of the art snow & ice program.
The Parks & Leisure Services Division manages over 700 acres of parkland within 44 separate park sites
and natural areas throughout the city, and includes the Krueger Haskell (18-hole) Golf Course, Big Hill
Park and Riverside Park adjacent to the Rock River, often referred to as the gem of our park system.
Within the $3 Million operating budget, the Division also operates and manages 12 buildings and recreational
facilities including; the Edwards Ice Arena/Pavilion, the Rotary River Center, Krueger Pool, Grinnell
Hall Senior Center, and Pohlman Field, home to the MLB affiliate Beloit Snappers. With over 300 shelter
rentals annually, the Division provides ample appeal for picnicking and recreational use of their parks with
an array of 17 picnic shelters, and 24 playgrounds, including the custom designed Turtle Island playground
located in Riverside Park. Besides offering dozens of athletic leagues and recreational programs year-around,
the Division completes their services by also maintaining two (2) municipal cemeteries.
Beloit established its first public transit service in 1907, with the City taking over ownership and operation
of the bus system in 1976. The system operates six days per week, and carries 300,000 passengers annually.
Since 1987, the City also began joint operation of an hourly route that travels between Beloit and
the City of Janesville. In May of 2010 the City completed construction of a downtown transfer site.
The Water Resources Division manages both the Water and Wastewater utilities. The City provides water
and sewer service to approximately 15,500 metered customers. Clean, potable water is pumped from several
deep and shallow wells to customers
