| Job Description: |
Summary:
Overall responsibility for preparation of the estimates for assigned project. Will coordinate the efforts of other estimators and estimating assistants. Analyzes blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, and purchasing by performing the following duties.
Estimating:
Preparation of all types of estimates for securing new business for the company.
Reviews bid/contract documents and assigns takeoff preparation to the estimating staff assigned to project
Analyzes completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies for quality improvement of future estimates.
Provides improvement recommendations to chief estimator and other executive staff to cost estimating procedures to reduce future discrepancies between estimated and actual costs on the projects he was assigned to estimate.
Identifies cost trends to assist management in cost reduction and process improvement efforts.
Provide technical support to personnel, preparing takeoffs for estimates for assigned bids.
Ensure all working documents and data are maintained to backup estimate figures.
Attend pre-bid meetings on the projects assigned, etc. to determine scope of work, field conditions, and required contents of estimates.
Responsible to Contact subcontractors/suppliers for either in person, phone or letter invitations.
Responsible to Contract special group subcontractors/suppliers, i.e. MBE/WBE.
Be proficient in Estimating software and hardware.
Assist in the development of a historical cost database or other identical information.
Act as bid team leader and coordinate bid process for assigned projects and pre-construction proposals.
Purchasing:
Make purchasing budget report for each project assigned for purchasing.
Be responsible to purchase or purchasing of all jobs assigned for purchasing
Make final scopes for purchasing, determine the most responsible low bidder, negotiate with the bidders and make awards for subcontracts or purchase orders.
Renegotiate any changes made to subcontracts/purchase orders by subs and suppliers
Prequalification of major subs /suppliers as needed for a successful project completion and protection of company from any loses.
Subcontractor relations thru personal influence, meetings, business friendship, lunches to maintain competitiveness in the market.
Produce bi-weekly purchasing reports for chief estimator and project executive staff and business unit management.
Target purchasing every job within 60 days after award of General Contract
Qualifications:

Education and/or Experience:
Bachelor's degree (B. S.) from four-year College or university; 15 - 20 of years related experience in estimating and purchasing in similar size and nature jobs. An unquestionable track record of employment, results, performance and management of people.
