Job Description: Purpose:
To provide leadership for the construction and installation of natural gas pipelines, treating, compression and
processing facilities and all related appurtenances in urban areas.

Scope and Magnitude
Provide leadership and strategic planning for the construction and installation of natural gas pipelines,
treating, compression and processing facilities and other related appurtenances in accordance with
Company policies/procedures, Company Strategic Plan, Capital Budget, and Acquisition Model as well as
applicable engineering specifications and regulations. Supervise the preparation of construction estimates,
AFE’s, bid packages and construction job books. Lead the urban development team in a strategic well
planned operation to minimize cost of the scheduled buildout
of facilities and design same for present and
future operations. Daily interaction and communication is required with customers, vendors, contractors,
Senior Management and Commercial Department of Crosstex.

Primary Responsibilities:
- Manage all aspects of project conception; create broad team engagement of internal and external
high level resources.
- Introduce innovative ways to develop environmentally sensitive areas
- Manage all aspects of project management including but not limited to equipment sizing, scoping,
procurement, contracting and bidding work, contract evaluation (construction and commercial),
basic economic evaluation, cost estimating and generation of AFE’s.
- Supervise and provide strategic leadership for the department responsible for:
- Project management for the construction and installation of natural gas pipelines,
processing and treating plants, dehydration and compression facilities, well connects, etc...
- Preparation of construction plans and AFE’s.
- Manage construction costs to ensure projects are completed timely and within budget.
- Preparation of bid packages
- Ensure completion of project job books, MOC’s.
- Present to customers
- Work with government entities
- Strong knowledge of plant and pipeline design (ASME B313,
DOT 192/195, etc) and related gas
patch equipment operations and maintenance as well as measurement, cathodic protection,
compression design, system planning and gas pipeline hydraulics.
- Needs pipeline simulation experience (AdvanticaStoner)
and working knowledge of Pipeline
Integrity Regulations and TRRC Minimum Pipeline Safety Rules for pipeline construction,
operations and maintenance. Process Simulation experience (Hysis/Hisim or Prosim) a plus. Must
ensure safe operations, and sound DOT/PSM/RMP and Environmental practices.
- Utilize technical knowledge and Leadership to mentor direct reports and engineering staff. Ensure
the group has the required tools and training.

Other Relationships:
· Must be able to work with and interact with all departments in the Company, with an emphasis on
the Land Group, VP of Operations, VP Shared Services, Director of Engineering as well as
Corporate Development, Commercial, Gas Control Group, and Company’s Safety, Environmental,
and Measurement.
- Will work with and interact with regional supervisors and operations personnel.
- Interact, communicate, and work with vendors, contractors, service companies, regulatory agencies,
and the public.
· Significant interaction with Senior Management and occasional interaction with the Board of
Directors.

Education, Experience and Skills Required:
· BS in Engineering
· 15 years experience in the construction/design/operations of natural gas plants and pipelines and
related appurtenances
· 15 years experience in project management with emphasis in urban areas.
· 510
years experience in managing both professionals and nonprofessionals.
· Knowledge and understanding of all applicable codes and specifications.
· Knowledge and understanding of the CFR Title 49 Part 192 construction codes and regulations
· Basic computer skills using Word and Excel
· Valid Drivers License
· Fluent English
· Must pass preemployment
drug screening and is subject to random DOT drug testing
· Knowledgeable in operating and maintaining natural gas pipeline and station facilities.
· Must be capable of physical duties in outdoor environment.
