Description
1. EMPLOYED BY THE STATE BOARD OF DIRECTORS – Reports to the Chairman of the ABC State Board of Directors.
2. CHIEF OPERATING OFFICER of the Association in carrying out all policies and affairs of the Association as directed by the Chairman of the Board of Directors.
3. COMMUNICATIONS
· Prepare and submit via email monthly Government Affairs Reports to Chapters.
· Submit articles for chapter newsletters.
· Prepare and mail legislative alerts.
· Participate via conference call in chapter legislative committee meetings.
· Visit Chapters when invited to speak at meetings, help with grassroots efforts or visit with elected officials.
· Maintain Voter Voice and State ABC website.
· Coordinate efforts with Region 3 Political Director and National ABC.
· Schedule and monitor State ABC Legislative Committee meetings.
4. GOVERNMENT AFFAIRS I
· Oversee the activities of the State Lobbyist and work with the State Lobbyist to share ideas and coordinate grassroots strategies.
· Review bills and monitor legislation of interest to the membership.
· Attend legislative and bureaucratic committee meetings.
· Arrange and schedule testimony for legislative and bureaucratic committees.
· Register as a lobbyist and file all lobbyist activity reports.
· Establish relationships with key elected officials and bureaucrats.
· Build relationships and coalitions with other business associations and ABC chapters.
· Become an information source for legislators
· Maintain and distribute PAC funds.
· Coordinate sign placing campaigns with local chapters.
· File required documents with Texas Secretary of State and Ethics Commission.
5. OFFICE ADMINISTRATION
* Maintain permanent office and mailing address.
· Handle correspondence and maintain files.
· Provide personal phone coverage during normal business hours.
6. FINANCIAL MANAGEMENT
· Assist treasurer with budget preparation and monitoring.
· Prepare quarterly and annual financial reports.
· Assist board in long- and short-range financial planning.
· Maintain checking and savings accounts.
· Prepare and submit to CPA financial data for filing IRS 990 and 990-T.
7. BOARD OF DIRECTORS
· Arrange meeting logistics: hotel rooms, etc.
· Assist Chairman in preparing agenda.
· Compile and distribute background materials to officers and committees.
· Attend board meetings; serve as information resource and participate in planning discussions.
· Print and distribute minutes of meetings.
· Follow up on board assignments.
· Facilitate communication between committees and board.
8. BI-ANNUAL LEGISLATIVE CONFERENCE
· Participate in site selection.
· Negotiate with hotel, convention facility, security, decorator and audio-visual contractor.
· Assist in preparing agenda and speakers with input from committees.
· Distribute program announcements and registration forms.
· Provide on-site interaction with hotel to assure meeting smoothness.
· Facilitate on-site registration.
· Prepare handouts for legislators.
· Assure preparation of awards, plaques and certificates.
9. Items specifically NOT included in the job description

* Attending routine chapter meetings
* Membership recruiting or retention visits
* Arranging visits between legislators and local chapters
QUALIFICATIONS
* Minimum 5 years experience in government affairs
* Association management experience
* Strong interpersonal skills
* Good writing and composition skills
* Good communication skills
* Good computer skills
* Basic accounting knowledge (Quickbooks preferred)
* Neat appearance
* Sense of urgency
* Construction experience preferred
