The Civil Works Director is responsible for support and assistance of all civil works requirements, needs and pursuits across NCS. The position reports to the VP, Operations.
Responsibilities:
• Develop and imlement the NCS Civil Works Operations and Strategy.
• Support civil works requirements to include capture activities, proposals, risk analysis and business model development
• Provide support and assistance as needed for every phase of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations
• Review, support and approve Program Construction Management Plans.
• Develop civil works supplier strategy.
• Collaborate with Business Development to market and secure additional business
• Participates in negotiations with regulatory agencies and in public meetings in support of client
Required Experience and Skills:
• A strong background in Civil Works at the senior management level with extensive practical experience leading to desired results.
• A strong background in international pursuits and projects.
• Excellent communication and inter-personal skills
• Excellent project management and organization skills
• Advanced problem solving skills
• Advanced understanding of multiple lines of business
• Advanced ability to handle and assess risk
• Demonstrated successful results directing multiple projects or a major complex project
• Demonstrated high level of cross-functional business acumen
• Comprehensive skills in proposals and contract negotiations
• Ability to exercise good judgment in difficult situations
• Must have the ability to obtain a SECRET clearance
Required Education:
Bachelor’s degree in Engineering, Civil Engineering, Architecture or related technical field.
Desired Education and Experience:
• Master’s degree preferred
• A strong background in international pursuits
• Extensive knowledge of project management cost and scheduling techniques, along with knowledge of multi-discipline Architecture & Engineering and construction processes
• Professional Certification
