Job Description: |
General Description: Construction Services Regional Operations Manager. Position requires excellent organization/communication skills and business management sense with a thorough understanding of management functions for construction management and inspection services. Position is responsible for business development, resource management as well as technical and financial performance. The candidate will play an integral part in achieving Baker’s mission to be the Construction Services consultant of choice in the markets we service and will contribute. to Baker’s vision to become a profitable ENR Top 20 Construction Management for fee firm by 2014.
Position Objectives: Provides supervision and direction to construction managers, schedulers, cost estimators, inspectors and administration staff. Obtain high level of client satisfaction. Maintain and execute $4 million in project revenue. Develop growth strategy and produce revenues between $10 and $15 million by 2014. Provide assistance and recommendations to Baker management.
Specific Roles and Responsibilities:
Business Development
* Obtain high recognition within VDOT; maintain high recognition within WVDOH; obtain high recognition within MDSHA, modal agencies, public and private sector clients, and competitors/partners. Develop strong relationships with clients and competitors.
* Association Involvement (AASHTO, SASHTO, ACEC/Maryland, AGC, ASHE, etc…)

· Staff Development
· Database of existing of potential employees
Financial/Contractual Management
· Must become familiar with Baker’s financial management system (ERP) and process/policy
· Negotiate Baker contracts with clients
· Responsible for generating and tracking project invoices
· Perform Project Status Reports (PSR)
· Develop/negotiate subconsultant agreements
· Limit risk
· Prescribe to the Baker Way
Technical Management
· Must be familiar with web based communication tools such as a department and/or project web sites
· Develop/negotiate project scope of work
· Identify/track/negotiate changes in scope of work
· Provide technical guidance and direction
· Provide a safe work environment; implement Baker Safety Policy
· Provide quality assurance
· Facilitate technological advancements
· Perform services within competency (utilization)
Miscellaneous
· Utilization Goals (based on percent growth)
· Education - BS required; MBA desirable; VA PE required; CCM desirable (must be able to obtain within 1 year)
· Skills - Competency in Microsoft WORD, EXCEL and PowerPoint is required; desired competency in Primavera Products; strong knowledge of the CM project delivery method; and thorough understanding of Transportation Construction (roads/bridges primary; aviation and transit secondary)
· Work location - Either Virginia Beach, Richmond or Alexandria, Virginia
· Position Reporting - Reports to the VA Regional Transportation Manager; oversees Virginia CS staff, Maryland and West Virginia CS state managers; and coordinates with other Baker CS regional managers and CS TSM
