The Department’s Environmental Services Division has an opening for an Environmental Engineer Senior within the Water Resources Section. The primary job responsibilities for this position are functioning as the engineering lead worker for the majority of engineering and technical aspects of the Dam Safety Program, and providing assistance to the section supervisor by instructing and guiding employees in the program, distributing and reviewing work of section staff, and answering employee questions and offering technical assistance. The position will review all major dams and non-standard dam applications and designs submitted, including review of dam engineering plans and specifications, hydrologic and hydrologic modeling data, geotechnical reports, and reviewing and performing dam breach analysis for hazard class determinations, and flood routings through dams; this work may involve extensive hand calculations. All work will be conducted in order to ensure that proposed dam projects are structurally sound and effective in their design.

Duties also include conducting dam safety inspections, or the assignment of inspections to other staff, the review of inspection reports, and inspection follow-up and compliance. The position will collect field data to develop dam failure models, will conduct dam failure analysis, and prepare failure inundation mapping in conjunction with regulatory duties of the flood plain management program. Failure analysis and inundation mapping information will be coordinated with the Federal Emergency Management Agency (FEMA) for incorporation within their flood insurance maps.

The position will also work with local zoning officials to help them recognize potential dam failure issues and downstream hazards, and to assist in developing a reasonable and defensible policy for regulating house/building construction downstream of dams. The position will ensure that dam owners meet compliance requirements for their Emergency Action Plans, and will assist the supervisor in development and implementation of a Dam Safety Public Outreach and Awareness Plan.




Minimum Qualifications Graduation from an accredited college or university with major course work in environmental, sanitary, civil, chemical, nuclear, mechanical, industrial, agricultural, or public health engineering and professional experience equal to three years of full-time work in environmental engineering in the areas listed in the selective certification section or a closely related field.

Additional Qualifications

This position requires the general knowledge of engineering concepts and principles as they apply to hydrology and hydraulics. Possession of an Professional Engineer License is required. If the License is not from Iowa, the applicant must have the ability to obtain an Iowa Professional Engineer License within six-months of employment. Preference will be given to candidates with experience in the field of dam safety; however, all candidates must have the ability to understand dam safety and flood plain management concepts, as wells as regulatory laws and rules for dam safety and flood plan management; must have the ability to use complex computer programs to analyze flood flows and dam failure analysis, as well as PC based word processing and database programs; must have the ability to manage numerous projects and tasks; must be able to communicate effectively both orally and in writing with staff and customers in both local government and industry; must be able to effectively work in a team environment. The position requires the ability to perform dam inspections which will require travel and occasional overnight stays.

Applicants must meet selective 762 Water Resources:

762 – Water Resources: 6 months’ experience, 12 semester hours, or a combination of both that encompasses the physical, chemical, and biological aspects of surface and ground water resources including the following:


* Surface water hydrology

* Ground water hydrology

* Hydraulics

* Water resources engineering

* Natural resources conservation engineering

* Water supply engineering

* Water quality engineering

* Erosion and sediment transport

* Surface or ground water chemistry

* Watershed dynamics

* Limnology

* Stream or wetland ecology

The Water Resources selective is distinct from the Water Supply, Waste Water, Water Quality, and Chemistry selectives in that the Water Resources selective applies to the management, engineering, and quality analysis of surface and groundwater resources in the natural environment rather than the processing of water in a waste water or drinking water treatment plant or the analysis of water samples in a laboratory.
