Description


This position develops and oversees Mid-Atlantic States Region Financial Plans, including forecasts and budgets and provides objective, thoughtful information and council, which enables senior leadership and regional customers to surface issues, make informed decisions, and achieve profitable growth.
This position exists to improve Regional performance by: 1) Providing recommendations to senior leadership based on insightful analyses of operations and financial results for the Region; 2) Developing Regional, strategically focused financial plans, including long range and short range forecasts, budgets and strategic plans; 3) Preparing insightful and actionable performance analyses for senior leadership; 4) Consulting with and assisting regional managers in improving performance; 5) Consulting on major strategic and performance enhancement initiatives and special projects; 6) Playing an integration role among various functions including the controller function, the actuarial & underwriting functions, the product planning and membership forecasting functions and the capital planning and strategic planning functions, operations and medical group functions, and Program Office functions, 7) Directing efficient and effective financial planning processes across the Region; and 8) Building a high performance team and continually improving financial planning capabilities in the region.



Essential Functions:



• Coordinates and effective and efficient financial planning process in the Mid-Atlantic States region that ensures the region has the information needed to optimize performance;
• Implements new planning tools and processes
• Provides financial leadership to the ratesetting process
• Produces forward-looking, insightful and actionable performance analyses for senior leadership
• Counsels and assists Region's leaders in planning, forecasting and reporting. Consults on financial models, tools and reports and ensures that financial reports are relevant and convey information that leads to the success of the Region;
• Oversees the integration and analysis of financial components of the Regions' Financial Planning processes; ensures accurate sound and insightful financial plans; highlights issues and opportunities for leadership action;
• Manages the organization's forecast for operating results on a monthly and rolling quarterly basis; ensures development of accurate, insightful and actionable forecasts;

• Works closely with Strategic Planning function to ensure consistency and reasonableness of financial assumptions used in analyses done by both departments. Coordinate work and provide support or information for financial analyses (as requested).

• Works closely with Decision Support System (cost accounting) function to leverage business insights from center, product, and segment financial results. Coordinates this work with Accounting and MSBD teams, including actuarial and underwriting;
• Provides insightful financial analyses and presentations (standard and ad-hoc) to senior leadership, which contribute to their effectiveness and the oversight of the Program and Regions' financial health;
• Plays an integration role among various Program level and Regional functions;
• Develops benchmarking and competitive analytical approaches for the Region;
• Develops and manages various financial analyses including investment evaluation, profitability (ROI), trend and competitive benchmarking;
• Consults on major strategic and performance enhancement initiatives and special projects;
• Develops high performance analytical team through effective recruiting, mentoring and coaching; fosters partnership and influence in driving regional performance outcomes.


Basic Qualifications:

• Master's degree in Business Administration with financial focus, Health Care Administration, Public Health or other related field required. Demonstrated equivalent experience with Bachelor's degree will be considered.
• Ten or more years of experience in financial planning, analysis, strategic planning or equivalent required.
• Management and supervisory experience required.
• Excellent verbal and written communication skills and expertise in the following: persuasion, negotiation, facilitation and meeting management, and oral presentations.
• This position requires superb technical expertise in the areas of financial planning and analysis and strategic planning as well as outstanding performance in these key competencies:Demonstrated Leadership Competencies include: Change Leadership, Excellence Orientation, Strategic Thinking, Developing Future Leaders, Team Focus, High-Impact Communication


Preferred Qualifications:

• Project management experience required; consulting experience strongly preferred.
• Health care experience highly desirable.
