Job Description: Forest City Commercial Group is currently seeking candidates for the position of Chief Engineer for the first 279,000 SF life science building, 855 N Wolfe St. This position will be responsible for the following major job areas:

Supervisory Responsibilities:
• Provide leadership and supervision for on-site engineering and maintenance staff.
• Ensure proper training and safety practices by engineering and maintenance staff.
• Design staffing plan as the Science & Technology Park at Johns Hopkins expands.

Technical/Operational Responsibilities:
• Directly responsible for the operation, management, maintenance and repair of electrical, plumbing, HVAC and mechanical systems within our facility at 855 N Wolfe St.
• Oversight and management of steam boilers / generators with appropriate licenses.
• Directly responsible for the operation and management of the Siemens Building Automation System including alarm management and mitigation.
• Advise Facilities Manager of status of plant equipment, maintenance schedules and personnel.
• Ensure that the engineering and maintenance staff fulfills tenant requests, concerns and expectations. Maintain open communication with all tenants.
• The Chief Engineer will be actively involved in the after hours on-call rotation for emergencies, systems management and alarm mitigation. Additional after hours involvement may be required for build-out related activities and special events
• Implement Life Safety, Impairment, and Emergency procedures.
• Coordinate, supervise and document annual fire pump tests, fire drills, electrical distribution infrared testing, and quarterly fire alarm testing.
• Coordinate and supervise utility outages. Coordinate announcements with Facilities Manager.
• Coordinate and supervise all external contractors.
• Implement and oversee capital and special projects for building systems.
• Implement Tenant Improvement Rules and Regulations.
• Implement Tenant Improvement Indoor Air Quality Guidelines.
• Implement Tenant Work Request program.
• Coordinate, supervise and document Tenant Improvement Work.
• Ensure all work, procedures, and standards are in compliance with Federal, State, and Local codes.
• Contribute to development of annual operating budget in excess of $2,000,000.
• Responsible for tracking and controlling assigned sections of the budget.
• Initiate and approve purchases within established SAP procedures and guidelines and process purchase orders and invoices for timely payment.
• Implement and maintain a Preventive Maintenance Program.
• Conduct random inspections of all building systems.
• Coordinate the engineering aspects of special events.

Development and Construction:
• Participate as an integral member in the review process of the base building modifications and tenant MEP Design work for future development projects within the Science Park at Johns Hopkins.
• Review and approve MEP submittals.
• Develop performance improvements for MEP systems.
• Conduct, supervise and/or ensure commissioning of the MEP systems on new buildings or projects.

Requirements:

• The ideal candidate will have 12 to 15 years of demonstrable achievement with progressively increasing responsibilities in facility central plant assignments
• Operational 3 to 5 years experience in a biomedical or laboratory facility.
• Industry certification CPMM, CPM, FMA, 2 or 4 year degree in facilities management preferred.
• Working knowledge of SAP Enterprise accounting software preferred.
• The successful candidate will have a solid working knowledge of Central Plant Equipment, HVAC Systems, Building Automation Systems, Life Safety Systems, Utility Services, Electrical Power Distribution, Plumbing and Facility Maintenance Management
• Proficiency with Siemens Building Automation System operations including working knowledge of alarm management and set up, systems adjustment & control
• A Maryland 1st Grade Steam Engineers License is Mandatory
• A Universal CFC License is preferred
• The candidate will be a hands-on self-starting leader who enjoys the challenges of daily involvement with an operating and maintenance team. The ability to effectively communicate at all levels of the organization is essential.
• The candidate must be team oriented with the ability to motivate and mentor their staff.
