Job Description: |
Responsible for activities within an engineering/architectural or
scientific discipline of a global business unit. Organizes and
coordinates assignments. Responsible for the establishment and
maintenance of technical standards within the discipline. This involves
exploration of subject area, definition of scope and selection of
problems for investigation, including the development of novel concepts
and approaches when required. Responsible for acting independently on
technical matters pertaining to the field.
Provides functional oversight in a global business unit for engineering
activities within an engineering, architectural or scientific
discipline.
GENERAL JOB DESCRIPTION:
Responsible for activities within the Civil/Structural/Architectural
(C/S/A) disciplines for Bechtel Civil.
Organizes and coordinates staffing assignments, oversees performance
evaluation, training and development of assigned personnel.
Responsible for the establishment and maintenance of technical standards
within the discipline and supports implementation of discipline-specific
work processes and enabling engineering automation applications.
Responsible for acting independently on technical matters pertaining to
the field.
Provides functional oversight in the Bechtel Civil global business unit
for project-executed engineering activities within the C/S/A discipline,
seeing to it that performance is to plan and ensuring the technical
adequacy of all associated discipline deliverables and work products are
met.
Supports the preparation of proposals and other business development
efforts and the development of engineering cost estimates as requested
or required.
POSITION DUTIES/RESPONSIBILITIES:
Chief Engineers will support the Manager of Engineering in implementing
responsibilities within the specialist discipline they are responsible
for. In summary a chief Engineer should ensure that:
ES&H induction/training is implemented such that engineering personnel
are aware of relevant issues and legislation both on a personnel
level/in relation to colleagues/and within the various business lines
prior to commencing any task.
All engineering personnel receive an appropriate level of induction and
training that enables them to fully undertake the duties of their
prescribed role as efficiently and safely as possible.
Provision of technical expert support to project teams and ensures
technical quality, ensures QA compliance with work
processes/procedures.Establishment and maintenance of technical
standards, including development of project specific standards.

All engineers are aware of the Civil GBU Training Programme and able to
use Bechtel systems and technologies, work processes and availability of
information on the Bechtel intranet ('BecWeb') as required for their
assignments
Provides functional oversight in a global business unit for engineering
activities within an engineering, architectural or scientific
discipline. Specific responsibilities are:
Recruit, interview, and recommend for hire, including establishment of
salary grade and classification, for entry level through senior
professionally experienced candidates. Perform these duties as required
to diminish long and short term staffing shortfalls, or to strengthen
discipline critical skills in specific areas.
Provide technical oversight of active projects, including conducting on-
project technical reviews, off-project technical reviews, and interface
with project personnel, EGSs, and project management on a routine basis
to ensure C/S/A Discipline project execution is consistent with Bechtel
work practices, procedures, design guides and both quality and technical
excellence are maintained.
Provide career counseling and mentoring to C/S/A Discipline personnel to
assure their continued career development through appropriate training
and project assignments.
Administer the requirements of the Bechtel Opportunities Program as they
relate to the C/S/A Discipline personnel.
Review and approval of C/S/A Discipline estimates developed through
Business Development, for both the job-hour and technical portions of
the C/S/A Discipline Scope.
Assist in project and functional department staffing, work force
ranking, salary and bonus planning, promotional planning, terminations,
and performance evaluations.
Establish C/S/A Discipline generic training needs, obtain budget
approval, and oversee implementation of the discipline- training
program.
Review existing Corporate Discipline design guides and standards for
Bechtel Civil applicability and identify any additional guides or
standards required.
Obtain required budget approval, and oversee implementation of the
discipline-design guides and standards program.
OTHER REMARKS/QUALIFICATIONS:
ESSENTIAL
Technical knowledge: Advanced knowledge of engineering work and
administrative processes and procedures including applicable industry
standards and codes.
Automation: Intermediate knowledge of discipline BSAPs automation tools
and general word and spreadsheet applications.
BS degree in Civil Engineering from an accredited college or university,
MICE Chartership or PE registration, and PE experience are required.
Individual to have demonstrated effective written and verbal
communication skills as well as proactive leadership and initiative in
previous assignments.
Willingness and ability to travel to various project locations to
perform on-site coordination and reviews also required
Prior extensive project experience at the supervisory or PE level is
required.
DESIRABLE
Previous Six Sigma experience and qualification as a yellow or green
belt is highly desirable.
Advanced degree and/or specialized expertise desirable.
