Job Description: The primary responsibility of the position is to support Navarro clients, such as the US Department of Energy (DOE), in providing senior project management leadership in a variety of complex projects with locations across the US. These positions primarily support environmental characterization, cleanup, and closure activities. The primary function of the position is to deliver task/project-specific products and services to internal or external customers in accordance with business or contractual requirements. Duties also include the management of assigned sites, facilities, and resources to ensure effective, efficient, safe, and secure sites and facilities. As a senior project manager the position is responsible to serve as the primary interface between Navarro and their respective project manager counterparts.

Project Managers have general responsibility for:

• Developing the intellectual resources, facilities and equipment necessary to execute project activities and the Navarro mission;

• Attracting, developing, motivating and retaining staff;

• Developing and implementing project mission and objectives;

• Completing assigned tasks consistent with expectations and in support of the ESH&Q programmatic functions and support to projects;

• Reporting project performance in accordance with national consensus standards and applicable guidance (e.g., Earned Value, OSHA, etc.); and

• Communicate and support strategies for the creation, protection, and use of data and documents in preparing project products, services, and deliverables that meet customer requirements and expectations.



The position requires a high level of diplomacy in developing relationships with a variety of institutions including government, laboratories, private industry, other site contractors, and academia as well as internal groups.

The candidate will communicate directly with a variety of groups including project management, procurement, environmental, financial, health, safety, quality, and legal staff. In addition, the candidate will have contact with DOE interfaces, private industry, state/local governments, professional organizations, industry advocates, universities, and citizen groups.

Responsible for all work performed under the contract. Plans, directs and coordinates activities of all assigned work to ensure that high quality work products are delivered within the prescribed time frame and funding parameters.

Reviews government statements of need or tentative plans received from the client to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources.

Coordinates reviews of work products for technical adequacy and compliance with contract requirements.

Confers with staff, support functions, and program management to outline work plans and to assign duties, responsibilities, and scope of authority. Prepares Task Assignments and reviews status reports prepared by staff, coordinates technical, cost and schedule reporting, and proposed changes to approach or corrective actions as required. Prepares and approves summary status reports for work under the contract.


Requirements:

REQUIRED QUALIFICATIONS:

The candidate shall have a Bachelor’s Degree in Engineering or Science and fifteen plus years of project management, engineering and/or technical work in a scientific or industrial field. The candidate should also have demonstrated skills in the area of:

· Strong record of successful project management experience in delivering complex technical, environmental characterization, and remediation projects;

· Experience in DOE and/or DoD support and services;

· Field experience working in areas where radiological and chemical wastes are present;

· Outstanding interpersonal and leadership skills are a must for the position;

· Excellent oral and written communication skills;

· Teamwork as evidenced by good communication skills, self-motivation, and flexibility, and demonstrated customer service;

· Report and document development including sound technical writing skills (may be requested to provide examples); and

· MS Office, or equivalent software, including word processors, spreadsheets and graphics, presentations and email programs.
