Job Description: |
To support the Institute’s mission by serving as the key official for facility planning, construction, operations and management of all facility capital assets; to maintain the Institute’s facility encompassing 230,000 sq. ft. in a manner that reflects the standards of the Institute as a world-class research organization.
CHARACTERISTIC RESPONSIBILITIES:
• To develop and implement strategic facility plans, including the upgrade and renovation of existing facilities. Manage all phases of construction project development including preplanning, design, bidding, construction, warranty follow-up and record keeping for all capital projects.
• Meet with WIBR administrators and other stakeholders as required, to develop, coordinate and complete capital projects as well as to review plans and specifications to assure construction designs fulfill program needs and are in compliance. Provide critical evaluation of appropriateness of design solutions offered by design consultants.
• To present budget requests and forecasts for capital planning and replacement, construction, renovation, maintenance housekeeping, and security. Manage a budget of approximately five million. Identify projects, services and equipment requirements to provide suitable space for occupants.
• To oversee the development and administer short and long-term maintenance programs for the building’s internal and external structure and systems including HVAC, water and electrical. This involves design, estimating, budget preparation, development of written specifications and solicitation of bids where appropriate.
• To manage three supervisors who have oversight of staff supervision, training, development and evaluation in accordance with Institute policies and procedures.
• To consult with appropriate Institute officers, faculty and staff on a variety of issues and projects involving and/or affecting other groups and/or areas of the Institute.
• To plan, review, estimate and schedule plant rearrangements and installation efforts with requesting and planning personnel to determine cost estimates, coordinate construction of installation and complete work in a cost-effective and timely manner
• To assess the need for (with the assistance of consultants when necessary) all mechanical, electrical, and structural requirements in the plant for new installations, improvements, or maintenance. To establish, maintain and recommend present and future system requirements. To submits designs/enhancements and analyses for review and approval.
