Job Description: |
The Deputy Director of Public Works-County Engineering Services is responsible for the management of the activities and staff assigned to the traffic, road maintenance, capital improvement and development units of the Public Works Department. This is an “at will” position. The incumbent will serve at the pleasure of the Director of Public Works/District Engineer.
Example of Duties: Manage, directly and indirectly through subordinate managers, the work activities of the professional, technical and support staff assigned to the County Engineering Division of Public Works to ensure staff has the required knowledge, skill-sets, abilities and resources needed to complete assigned projects; assess and monitor work load, administrative and support systems and internal reporting relationships to quickly shift priorities, staff and resources to maximize the productivity and/or effectiveness of the traffic, road maintenance, capital improvement and development projects work units within the Division; prepare comprehensive engineering reports and staff reports regarding Divisional activities to keep Director of Public Works/District Engineer, County Executive Office and Board of Supervisors apprised of the status of assigned traffic, road maintenance, capital improvement and development projects; assist in the preparation of the Public Works budget by forecasting the funds needed for staffing, equipment, materials and supplies for traffic, road maintenance, capital improvement and development projects; establish consistent performance standards and expectations throughout the units in the County Engineering Division in order to accomplish the strategic objectives of the Division; complete employee performance evaluations and probationary reports to document and/or correct employee behavior to ensure employee is working at acceptable standards; resolve performance problems by planning and implementing measures to improve employee performance; determine the need for appropriate disciplinary action for employees in the Division by following County procedures; apply appropriate disciplinary action for employees in the Division by following County procedures; and, conduct employment interviews with applicants to hire new staff into the Division to ensure proper staffing.
Typical Qualifications Knowledge of:
* Services and activities of comprehensive traffic, road maintenance, capital improvement and development projects to ensure assigned projects are completed in a safe, sound and compliant manner.
* Advanced principles and practices of civil engineering related to traffic, road maintenance, capital improvement and development projects to oversee staff and contractor’s work activities.
* Advanced principles and practices of program development and administration to ensure Divisional projects related to traffic, road maintenance, capital improvement and development projects are completed in a timely manner.
* Pertinent federal, state and local laws, codes and regulations regarding traffic, road maintenance, capital improvement and development programs to ensure projects are completed in a safe, sound and compliant manner.
* Principles and practices of surveying to accurately evaluate the soundness of submitted traffic, road maintenance, capital improvement and development projects plans.
* Mathematical calculations used in engineering to ensure submitted calculations are accurate and complete.
* Stress properties and uses of materials for engineering construction to ensure completed traffic, road maintenance, capital improvement and development projects are structurally sound.
* Principles and practices of budget preparation and administration to ensure adequate funding for Divisional traffic, road maintenance, capital improvement and development projects are recognized in the annual budget.
* Problem-solving techniques and processes to facilitate the identification and resolution of problems and issues related to the completion of traffic, road maintenance, capital improvement and development projects.
* Common descriptions of real property to ensure that legal owners of property are contacted in right-of-way and eminent domain issues resulting from traffic, road maintenance, capital improvement and development.
* Cost analysis techniques to determine whether the benefits of proposed traffic, road maintenance, capital improvement and development project will outweigh the costs of completing the project.
* Grant administration principles to ensure traffic, road maintenance, capital improvement and development grant monies are used in accordance with the terms and conditions of the grant.
* Automated engineering programs and Microsoft Office Suite (Word, Excel, Outlook) to prepare concise and articulate staffing reports, Board Items and other required correspondence.
Skill to:
* Apply appropriate disciplinary action to employees in the work unit in order to correct unacceptable behavior or work performance.
* Introduce changes in the traffic, road maintenance, capital improvement and development work units in a positive manner to generate support for the changes and to minimize impact or perceived impact on staff.
* Use software programs (e.g., Outlook, Word, Excel, PowerPoint) to prepare staff reports, Board Items, memos, correspondence and other job-related documents and materials.
* Use and operate a variety of basic office equipment (e.g., copiers, telephones and fax machines) in the course of completing assigned work tasks.
* Develop and administer Divisional goals, objectives and procedures.
* Analyze and assess traffic, road maintenance, capital improvement and development programs, policies and operational needs and make appropriate adjustments to ensure Divisional successes.
* Recognize and appropriately respond to sensitive community and organizational issues, concerns and needs related to traffic, road maintenance, capital improvement and development projects.
* Plan, organize, direct, manage and coordinate the work of lower level staff.
* Successful delegate managerial and supervisory authority and responsibility to subordinate managers.
* Analyze problems, identify alternative solutions and consequences of proposed traffic, road maintenance, capital improvement and development projects and implement approved recommendations that support Departmental goals.
* Perform technical research work and detailed analysis of proposed and current traffic, road maintenance, capital improvement and development of Divisional projects.
* Manage and direct a comprehensive Countywide development, traffic, road maintenance and capital improvement program.
* Research, analyze and evaluate new service delivery methods and techniques.
* Interpret and apply laws, regulations, policies and procedures related to the operation of the division to ensure activities are in compliance with these conventions.
* Prepare a variety of reports, policy statements and correspondence utilizing technical and statistical information to provide accurate and timely information.
* Make effective presentations in public meetings to present findings, recommendations and to respond to questions.
* Communicate orally in an effective, understandable manner.
* Prepare and administer large and complex budgets to ensure the Division has adequate funds to successfully complete assigned projects.
* Represent the Department in all matters related to traffic, road maintenance, capital improvement and development projects during the absence of the Department Head to ensure Public Works' interests are represented.

Experience and Education To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:
Experience: Six years of increasingly responsible professional civil engineering experience, including two years of managerial administrative and supervisory responsibility.
Education: A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. An advanced degree is preferred.
License or Certificate: Possession of a valid driver’s license.
