Job Description: SUMMARY/ GENERAL DESCRIPTION OF RESPONSIBILITIES:

CSSI Operations Manager responsibilities include managing, directing, administering, and overseeing the operations of a broad range of Government / commercial contracts and subcontracts to prime contractors of the Corporation in conformity with and for the purpose of achieving the goals and objectives set forth by the President. Assists the President with the execution of contract / subcontract operations to include ensuring compliance with contract / subcontract requirements; maintaining high levels of performance and customer service through close interaction with project locations; and ensuring consistency with various corporate policies and standards, acquisition practices and procedures, risk management policies and methodologies, and construction standards and specifications. Responsible for effective marketing and proposal development of new business opportunities, particularly in the full and open competitive environment. Responsible for financial performance of contracts to projected budgets. Extensive travel required, potentially internationally (estimated 50%).



ESSENTIAL DUTIES & JOB FUNCTIONS:

· General Management:

· Assists the President in the management of operations and activities to ensure corporate goals and objectives are met and that sound business practices are appropriately and consistently applied.

· Recommends to the President:

× Approving business plans to include new marketing opportunities.

× Approving contract proposals exceeding authority.

× Approval and execution of contracts / subcontracts and / or modifications to current scope / contract value.

× Approval and revisions or restructuring of project budgets as appropriate.

× All expenditures exceeding contract / subcontract / site budgets.

· Financial Management:

× Assist the President with developing and implementing a long range plan for current contracts / subcontracts to include financial management (budget development, execution, and reporting) and Chugach contract retention.

× Takes corrective action as necessary with Project Managers to ensure financial targets are met.

· Customer Relations: In conjunction with the President, develop and maintain good working relationships with contract / subcontract customers, suppliers, and potential new clients.

· Contract Management: Assist the President in managing and directing contract / subcontract operations through close interactions with Project / Site Managers to ensure contractual obligations are met and those projects are effectively and efficiently administered at or under approved budgets.

· Quality Assurance: Ensures that all subordinate personnel are customer and services focused and strive for quality performance and constant improvement.

· Risk Management: Ensures that all business activities are:

× In compliance with all corporate policies / procedures / standards; acquisition practices and procedures; risk management policies and methodologies; and construction standards and specifications.

× In compliance with project contracts, subcontracts, and agreements.

× Carried out in a legal and ethical manner and in compliance with applicable laws and regulations.

× In accordance with good industrial and corporate environmental, health, & safety practices.

· Environment, Safety and Health (ESH) Management: Oversees, supports, and coordinates ESH requirements / issues with various corporate offices and Project / Site Managers to ensure compliance with regulatory requirements and obligations specific to contract / subcontract locations.

· Human Relations:

× Maintains an employee-oriented attitude in order to attract, retain, and develop competent and productive employees by giving proper direction, guidance, training, and counseling.

× Helps review significant disciplinary action for appropriate actions, coordinating with the President and/or Legal Department as necessary.

· Business Development:

× Assist in targeting, coordinating, and developing proposal activities to include the identification of potential new opportunities.

× Participates in cost estimating for contract changes, wage determination or collective bargaining adjustments, and new proposals.

× Performs contract startups or closeouts as necessary.

· Marketing: Establish new client base through aggressive marketing efforts.

· Training: Conduct training to site staff as necessary in any of the above topics to enhance site performance.

· Perform other duties as assigned by the President.
Job Requirements :

MANDATORY:

* Bachelor’s degree in management, project or business administration, or science / technical fields.
* At least ten (10) years of business / military project, program, or operations management experience exhibiting progressive levels of responsibility.
* At least five (5) years of direct experience working in a managerial / supervisory role on a DoD, DOE and/or other federal Government contract / operation in the areas of commercial Government facilities maintenance / repair, engineering / construction services, logistics project / program management, or other DOD base operations support services related areas.
* Current U.S. Government secret security clearance, or has actively held one within the last two years and with the ability to obtain / renew the security clearance.
* Verifiable experience in proposal development for federal service contracts.
* Current U.S. issued passport, or ability to obtain one.
* Knowledge of DOD or other federal Government contracting, FAR, and related terms / regulations.
* Verifiable experience with budget analysis, familiarity with Government accounting practices, resolution of accounts payable/receivable issues, and cash flow management.
* Experience demonstrating strong writing skills.
* Experience showing good communication, interpersonal, motivational, and organizational skills.
* Experience demonstrating hands on proficiency with personal computers and with MS Office Software Suite (Excel, Word, PowerPoint, and Outlook).
* Current valid state issued drivers license and good / clean driving record.



PREFERRED:

* Advanced degree in management, engineering / science, or contracting field.
* At least ten (10) years of experience managing / administering multi-million dollar DoD and / or other federal Government contract / operation in the areas of commercial Government facilities maintenance / repair, engineering / construction services, logistics project / program management, or other DoD base operations support services related areas.
* Strong knowledge of facility operations and maintenance (public works or engineering) work control and logistics functions (subject matter expert in at least one technical area of facilities O&M).
* At least five (5) years of experience in service contracting for a large business operating in the full and open competitive environment for federal services or in the commercial environment.
* Verifiable federal contracting coursework or contracts management training.
* Current U.S. Government top secret security clearance, or has actively held one within the last two years and with the ability to obtain / renew the security clearance.
* Knowledge of U.S. Department of Labor regulations / terms (e.g., Davis-Bacon Act, McNamara-O’Hara Service Contract Act, and Fair Labor Standards Act).
* Experience working in a multi-cultural environment, particularly with an Alaskan Native Corporation.
* International work experience or remote project / site experience.

***Location of Position Will Preferably be Based out of Anchorage, but Telecommuting is Also a Possible Option.
