SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:
The Human Resource Manager directs the functions of the Human Resources Office by the development, implementation and coordination of the procedures and activities relating to human resources, staffing, labor relations, employee relations, wage, salary, benefits administration, EEO compliance and industrial security.

ESSENTIAL DUTIES & JOB FUNCTIONS:

* Introduces, implements and oversees human resource programs, policies and procedures to ensure an efficient, effective and consistent implementation throughout the Project.
* Provides effective advice and counseling to supervisors and employees on all matters involving employee relations including such areas as benefits, rates of pay, job classifications, vacation and holiday pay, promotions, layoffs and disciplinary matters. Conducts exit interviews.
* Overall accountability for the recruiting and hiring responsibilities and procedures.
* Participates in the negotiations of collective bargaining agreements providing statistical data as it relates to area wages and other economic issues. Provides interpretation of existing collective bargaining agreements to ensure consistent implementation of policies.
* Responsible for the overall compensation program and related activities. Administers employee merit review programs. Provides for the administration of established wage and salary policies to ensure compliance with local, state and federal regulations affecting classifications of pay of employees. Submits requests for wage conformances as required.
* Applies the company’s Equal Employment Opportunity policy to all personnel actions and implements affirmative action to ensure the attainment of program-wide goals and objectives.
* Oversees the development and implementation of training programs as they relate to human resource policies, procedures and practices.
* Responsible for the preparation of monthly, quarterly and annual reports pertaining to human resources and labor relations.
* Possesses extensive knowledge of all facets of Human Resource Administration and stays abreast of changing regulations that affect government contractors and general employment law.
* Exercises a high degree of initiative, tact and judgment in the application and interpretation of policies and procedures and collective bargaining agreements.
* Performs other duties as assigned.

Job Requirements :
MANDATORY:

* Bachelor's degree in Human Resources Management or a related field.
* At least seven (7) years of progressive Human Resource experience with five (5) of those years in an HR Manager role with a workforce of at least 100 employees.
* Excellent communication skills, both written and verbal.
* Ability to deal with people in a professional and courteous manner.
* Ability to exercise independent judgment and handle confidential information.
* Knowledge of commonly used HR concepts, practices, and procedures; and local, state and federal labor policies and practices.
* Human Resources Management experience in a union environment.
* A valid state driver’s license in the state where you reside and the ability to obtain and maintain an Oklahoma driver’s license.
* Ability to obtain NAC/LAC security clearance after hire.

PREFERRED:

* At least seven (7) years of Human Resource experience working on government contracts subject to Service Contract Act and Davis Bacon Act.
* Certified HR professional.
