Job Description: |
Assigned to the Construction functional group to provide guidance and
direction to one or more disciplines within project and Construction
engineering groups. Responsible for the review of project plans and
specifications for constructability, conformance to regulatory agency
requirements and productivity improvement. Provides consultation and
guidance to large and complex projects as required.
Provides technical direction and administrative guidance to staff
involved in the development and application of innovative and unique
construction theories and methodologies required by multiple and/or
complex projects. Guides and directs support groups providing
supplemental constructability and design assistance to projects.
The Construction Technical Staffing Manager will function as a strategic
resource to expand BP's capability to meet staffing goals. Develops and
implement value-added strategies and develops creative solution
necessary to attract and move talent in support of GBU and Project
Goals. Key tactical responsibilities include developing/implementing and
coordinating polices and programs related to staffing, training,
employee development, and interfacing with HR. Reports to Manager of
Construction Management.
Provides support to Bechtel Power Construction in the following areas:
-The Construction Technical Staffing Manager for BPC functions as an
internal strategic manager in charge of expanding the Construction
organizations capability to meet strategic and critical recruiting and
staffing goals.
-Key tactical responsibilities include developing, implementing and
coordinating polices and programs related to recruiting and staffing,
-Assist in identifying Training and Workforce development needs.
-Acts as liaison between Construction and HR. in representing
-In conjunction with HR directs the internal and external recruitment
and placement activities of the business line, including the use of
online recruiting websites, traditional advertisements, and posting with
job banks, university and college placement offices,
-Develop and implement value-added strategies in the areas of,
organizational depth charting, employee staff development, recruiting
staffing, performance and talent management, management, recognition,
training and development and succession planning.
-Responsible for identifying and forecasting staffing needs and working
with Construction Managers Talent Managers and HR Recruiters to ensure
the best candidates are hired.
-Manages staffing and recruitment process through all levels of the
organization and through all phases, of process, preparing, approving
and processes personnel requisitions, screening resumes; scheduling
interviews; conduct phone interviews; lead panel interviews; advise
managers and team about recruiting and selection practices and maintains
accurate records and updates HR data bases.
-Works with managers one on one to identify unique or specialized
staffing needs. Develops creative solutions to help attract this unique
or highly specialized talent into the organization.
-Supports developing and maintain relationships with search firms and
employment agencies.
-Ensures team maintains all necessary screening interviewing data and
updates Human Resources Management Systems accordingly.
-Keeps up to date with current recruiting and staffing best practices.
Organizes and conducts team training programs in effective employment
interviewing consistent with current HR policies.
-Establish and maintain Centralized Database for tracking; forecast,
resume flow, internal candidates, agency candidates, progress and status
of candidates. Prepares reports by collecting, analyzing, and
summarizing this data and trends related to team, department, and
organizational vital factors
-Excellent written, verbal, and strong interpersonal skills that
includes a strict attention to detail and the ability to maintain
confidentiality. Ability to operate independently.
-In conjunction with HR the Construction Technical Staffing Manager
assist Site Managers with employee performance issues and improve
organizational issues through coaching and counseling techniques.
-Ability to handle sensitive and confidential information.

Basic Qualifications:
-Position is based in Frederick Maryland requires periodic (25%) travel
to and in support of Projects
-Four Year Technical Degree
-10 years direct hire experience on large EPC projects (DOD,DOE Heavy
Industrial, Fossil or Nuclear Power) as Project Manager Site Manager
Construction Manager, or Project Superintendent
-Proven ability and track record to source, evaluate and staff large EPC
projects both domestically and internationally. Extensive recruiting and
interviewing experience (at least 6 years
-Advanced level knowledge of Microsoft Word, Excel, Power Point, and
Outlook. Knowledge of ADP HR Perspectives would be a plus.
-Ability to review, edit and/or write technical reports
Preferred Qualifications:
-Advance degree or an MBA a plus.
-Certified Professional in Human Resources field (PHR or SPHR)
-Certified Project Manager (PMI)
