Job Description: |
HR Consultant-Facilities Management, Secret Clearance Summary:
* The incumbent will performs professional level human resources work and carries out responsibilities in one or more functional areas, such as, staffing, employee relations, compensation, training, employment, labor relations, safety, affirmative action and employment equity programs, and personnel research.
* Advises employee and management personnel on the interpretation of personnel policies, programs, and procedures.
* Plans such matters as design and development of building facilities, formulation of operating rules, regulations, and procedures. .
* Hires, trains, and supervises building service personnel.
* Assigns workers to duties such as maintenance, repair, or renovation and may obtain bids for additional work from outside contractors. :
* Plans and administers building department budget.
* Compiles records of labor and material cost for operating building and issues cost reports to owners or management.
* Reviews reports of expenditures for previous fiscal year and proposed improvements to facilities in order to prepare budget estimates for upcoming fiscal year.
* Purchases building and maintenance supplies, machinery, equipment, and furniture.
* May direct contracted projects to ensure adherence to specifications.
* May be responsible for procurement of utilities or operations of utility systems.
* May negotiate for acquisition of property for development or lease of buildings and facilities.
* May prepare construction specifications or plans, obtaining advice from engineering consultants, assemble and analyze contract bids, and submit bids and recommendations to superiors for action.
Duties and Responsiblilities:
* Formulates procedures for use in event of accidents, fires, or other emergencies
* Inspects building facilities or reviews inspection reports, to determine repairs, replacement, or improvements required
* Plans and administers building department budget. Compiles records of labor and material cost for operating building and issues cost reports to owners or management
* May conduct research to determine the effectiveness of personnel programs and policies.
* May develop and propose improvement to policies, programs, and procedures to improve the effectiveness of human resources and operations.
* May be responsible for implementing and evaluating revised human resources policies. Provides other human resources services as needed.
* May enter new hires into all of the HRIS and or Benefit systems that are required during onboarding. May interface with payroll to assure all employee changes are communicated efficiently and timely.
* May direct contracted projects to ensure adherence to specifications. May be responsible for procurement of utilities or operations of utility systems.
* May negotiate for acquisition of property for development or lease of buildings and facilities. May prepare construction specifications or plans, obtaining advice from engineering consultants, assemble and analyze contract bids, and submit bids and recommendations to superiors for action.
* May have lead or professional responsibilities over lower level support and clerical staff. Manage day to day employee relations including administration, fill in of forms, initial filing of grievances or harassment complaints.
SUPERVISION RECEIVED AND EXERCISED
Successful incumbent may report directly to HR Management or a Government Executive Official. There is no supervising of staff required at this time.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: High Level of responsibility typically requires a four-year degree. Experience: 5-7 years experience in HR/Benefits consulting and administration
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
* Direct Military and or Government/Government contractor experience in the Commercial Aviation arena.
* Must have Secret clearance
* Highly professional attitude and the ability to deflect multiple personality preferences.
* Analytical mindset and sound mathematical aptitude.
* Experience formulating, reformulating and adhering to Business Continuity plans
* Exceptional HRIS and Benefits system knowledge and reporting capability
* Extensive research within the employee relations and US employment law
* Must have working knowledge within the EEOC and AAP employment laws. Must have working knowledge with labor laws including OSHA and safety rules and laws.
* Must have working knowledge within various performance management systems and progressive discipline policies and programs.
* Exceptional computer skills and knowledge of Microsoft Office software
* Ability to understand and apply HR and benefit law while maintaining integrity with the highest regard.
* Impeccable ability to maintain confidentiality with regard to all areas of Human Resources and Benefits. May serve as a back up to HR Benefits Specialist in the specialized areas of benefits such as health, welfare, and retirement plans. .
INTERNAL AND EXTERNAL CONTACTS
The HR Consultant- Generalist will regularly interface with employees, vendors, and clients and manager level employees. The HR Generalist will interface with the senior level group.
PHYSICAL REQUIREMENTS
The physical demands and work environment require sitting and standing for periods of time as well as some lifting up to 15lbs. These requirements are necessary for the incumbent to successfully perform the essential functions of this job.
