Summary of Work:
This position will manage the Environmental Performance Assessment System (EPAS), which consists of the internal and external EPAS program; Installation Status Report for Natural Infrastructure; Environmental Water Program; Petroleum Storage Tank Program; Spill and Pollution Control planning; and various other programs for the NDNG. The incumbent is responsible for ensuring compliance in all phases of the environmental program based on external and internal EPAS audits and assessments, and for establishing the impact compliance and various other programs have on the environmental budget. This position will assist in the management of the NDNG Environmental Management System and Sustainability program and should be a certified eMS auditor. The individual will be required to be a registered professional engineer and will be responsible for certifying the NDNG spill plans are part of the Environmental Water Program. The incumbent will be responsible for performing the following duties:
1. Conduct environmental assessments and audits including phases of identification, planning, program execution and evaluation.
2. Identify, research and provide recommendations to the Environmental Program Manager in areas of environmental risk for non-compliance.
3. Conduct mandatory internal assessments as directed by National Guard Bureau.
4. Serve as the Assistant Environmental Program Manager.
5. Write, revise, review and certify the NDNG spill plans as a registered professional engineer. Oversee the Environmental Water Program and Petroleum Storage Program.
6. Assist in the development of the NDNG Environmental Management System and Sustainability Program. Achieve and maintain status as a certified auditor.
7. Conduct engineering reviews of environmental designs and plans. Provide support for the NDNG environmental geographical information system (GIS).
8. Prepare environmental reports including data collection, management and analysis, ensuring compliance with applicable regulations for the WebCASS and ISR.
9. Assist the contract administrator with general management of environmental contracts to include the Architect and Engineer selection process. Chair and/or participate in the A&E selection process.
10. Manage all petroleum storage tank compliance issues.
11. Work with the Facilities and Engineering Office on compiling the Installation Status Report for Natural Infrastructure as required by National Guard Bureau.
12. Assist with the preparation and analysis of Army Actions in accordance with the National Environmental Policy Act of 1969.
Minimum Qualifications:
Requires a bachelor’s degree with a major in engineering and three years of supervisory or administrative engineering experience and registration as a professional engineer in North Dakota. Successful completion of the interview process, reference checks and background investigation.
