Job Description: GENERAL SUMMARY OF POSITION:

Under the general direction of the Associate Vice Chancellor Facilities Management, plans and directs facilities operations and related functions including: facility maintenance, trades management, power plant maintenance and operations, auxiliary services and revenue generating services. Assist in the management of personnel, finances, equipment, policy development and program management related to the maintenance and operations of the various locations of the medical school’s buildings and grounds. Balances work load demands of the department, working within budget determining cost effective allocations of personnel, equipment, and space resources. In absence of Associate Vice Chancellor provides oversight of the Facilities Management Department.


MAJOR RESPONSIBILITIES:

• Develops and implements departmental goals and organizational structure. Working through management staff, directs the personnel activities which include hiring, training, firing, and performance management. Balances work load demands of the department, working within budget determining cost effective allocations of personnel, equipment, and space resources.
• Manages auxiliary services function and other revenue generating activities for department including janitorial services, parking, transportation, mail services and food services.
• Oversees all matters related to the institutions physical plant and off campus buildings such as facility assessments, planning, capital project development and execution. Actively participates in the process to develop strategies to allocate space resources necessary to meet the medical schools goals.
• Develops strategies to fund operations, deferred maintenance, renewals and deficiencies. Works with the Division of Capital Asset Management (DCAM) and other state agencies to develop and implement solutions to large-scale facilities maintenance problems.
• Participates in the medical school's capital planning process to develop strategies to acquire capital equipment and plan capital renovations necessary to implement institutional goals. Directs the acquisition of capital equipment in the school and tracking of capital equipment.
• Participates in senior management discussions with representatives of UMassMemorial Health Care System related to the maintenance, operations, accreditations, risk management and planning of the hospital infrastructure. Represents the school in projects involving outside consultants and other agencies including DCAM, UMass Presidents Office, and Dept of Environmental Protection.
• Functional manager for medical school and hospital staff in the event of environmental or facilities related emergencies.
• Insures the reliability of building systems and equipment working with management to provide timely and efficient responses to emergencies and work schedule requests.
• Develops and implements policies pertaining to provisions of services regarding priorities, scheduling, scope and all changes.
• Develops and implements short and long term solutions to large scale building systems failures.
• Manages the facility and operational accreditation through The Joint Commission, AAALAC, CAP, biomedical research agencies and other oversight agencies affiliated with the school.
• Leads the Medical School's Energy Efficiency and Sustainability programs. Oversees the management of a large co-generation plant monitoring efficiency and addressing environmental concerns.
• Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

• B.S. Degree in Engineering or equivalent degree required. An advanced degree is desirable.
• 10 years of related experience with 5 years previous management experience preferably working at Facilities Director level for large complex organization.
• Registration as a Professional Engineer or Registered Architect is preferred
• Thorough knowledge of electrical/mechanical building operation; construction management, maintenance strategies, practices, equipment and systems.
• Experienced using computer information and management systems including BIM, CMMS, CAFM, databases, spreadsheets, word processing and presentation application software.
• Experience in procurement methodologies and management of small and large scale capital projects including the oversight and management of design consultants, general contractors and construction contractors.
• Knowledge of building codes, environmental and safety regulations.
• Normal manual dexterity and visual acuity. May work in medical center facilities and subject to possible exposure to chemicals, gases, electrical shock, working in confined spaces or on ladders. Must be able to perform all essential functions of this position, with reasonable accommodations, if disabled.
