Job Description: This recruitment is being conducted as an Open/Promotional opportunity. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. Incumbents in this position are excluded from the Civil Service System and are in a "for-cause" employment status represented by the Middle Management bargaining unit.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a drug screen and background investigation, which will include fingerprinting.


Under direction, plans, organizes, coordinates, and directs the work of the Operations and Maintenance Division of the Public Works Department; supervises professional, technical and subordinate supervisory staff in the planning and implementation of pavement and street right-of- way maintenance, including graffiti and debris removal; operation of the Municipal Service Center; installation and maintenance of traffic devices; installation and maintenance of street light and traffic signal apparatus; City fleet and facilities operations and maintenance; City parks maintenance; performs related work as assigned.

CLASS CHARACTERISTICS:

This is a division head position with responsibility for the overall administration of the Operation and Maintenance functions of the department, including traffic device, street light and traffic signal installation and maintenance; oversees the manufacture, placement and maintenance of street signs and other traffic and street devices; electrical repairs and rewiring of City facilities and equipment; street right-of-way and pavement maintenance; community enhancement activities, including debris collection and graffiti removal; City fleet and facilities operations and maintenance; City parks maintenance; supervises space allocation and maintenance of the Municipal Service Center. This class is distinguished from Public Works Director, which has overall administrative responsibility for all public works functions and programs.

PRINCIPAL DUTIES (Illustrative Only):

1. Plans, organizes, coordinates, and directs, through subordinate supervisors, the work of the Operations and Maintenance Division.

2. Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the division.

3. Develops and implements management systems, procedures and standards for program evaluation.

4. Directs the preparation of a variety of studies and reports relating to current and future street maintenance and resurfacing needs, develops specific proposals to meet them, and develops annual plan and budget for pavement management program; provides technical assistance to staff.

5. Directs all Public Works activities at the City Municipal Service Center, including the general government dispatching system; responsible for operation and maintenance of the Municipal Service Center.

6. Plans and directs a wide variety of maintenance and repairs to traffic devices, including signs and pavement markings, electrical systems for street lighting and traffic signals, and general street improvements and community enhancements using Alternate Work Program personnel.

7. Plans and directs operation and maintenance of City’s fleet and facilities/buildings, including responsibility for capital replacement of equipment and improvements.

8. Plans and directs all aspects of Public Works maintenance and repair activities, including planning for contract work.

9. Directs the preparation and administration of the division budget.

10. Directs the selection, supervision and work evaluation for division staff and provides for their training and development.

11. Prepares or reviews reports for the City Manager or City Council; works closely with Council and other groups to explain and coordinate plans for proposed projects and/or respond to their concerns.

12. Confers with other departments and division representatives concerning services provided by the Operations and Maintenance Division.

13. Coordinates the work of the division with that of other divisions, departments and outside agencies.

14. Ensures adherence to applicable laws, codes, regulations, and guidelines applicable to the operations and maintenance activities.

MINIMUM QUALIFICATIONS:
Education:

Possession of a Bachelor’s degree from an accredited four (4) year college or university with major course work in civil engineering, management, or a related field.

Experience:

Five (5) years of supervisory experience in street maintenance and/or construction, fleet management, facility and building management, traffic devices, traffic maintenance, or related public works maintenance activities.

Other Requirements:

* Must possess a valid California Class C driver’s license.

Knowledge of:

* Administration principles and methods, including goal setting, program development and implementation, and employee supervision;

* Principles and practices of pavement and street maintenance;

* Principles, practices and implementation of maintenance management systems;

* Theories, principles, techniques, and equipment used in public works construction, maintenance and repair activities, fleet maintenance, and general facility and building maintenance;

* Legal guidelines for street maintenance, closure, and construction activities;

* Principles and practices of contract administration;

* Principles and practices of budget development and administration.

Skill in:

* Managing and directing a complex public works operations and maintenance program;

* Planning, organizing, directing, and coordinating a variety of public works activities;

* Selecting, motivating and evaluating staff and providing for their training and professional growth and development;

* Analyzing complex technical and administrative problems related to street right-of-way and pavement maintenance, traffic device, street light and traffic signal maintenance, and fleet and facility maintenance; evaluating alternative solutions and recommending or adopting an effective course of action;

* Developing and implementing goals, objectives, policies, procedures, work standards, and internal controls;

* Preparing clear and concise reports, correspondence and other written materials;

* Exercising sound independent judgment within general policy guidelines;

* Establishing and maintaining effective working relationships with those contacted in the course of work.


The Examination:

Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
