Environment, Health, and Safety (EH&S) is seeking highly motivated and dedicated individuals who have high a regard for personal accountability and understand the importance of Commitment to Excellence. Candidates should possess a working knowledge of Federal, New York State and New York City laws and regulations. Must have a Bachelor’s degree in Environmental Science, Safety Science, Management, or Engineering (or a related field). Candidates must also have at least 5 years of demonstrated work experience in environment, health and/or safety, which includes Waste, water, and hazardous materials management includes solid and hazardous waste, hazardous materials transportation, toxic substances, chemicals management, water supply, and wastewater and stormwater discharges. Candidates must possess strong oral and written communication skills, presentation and interpersonal skills. Competent skills with Microsoft Office Suite required.



As a member of Corporate EH&S, provide general support on environmental issues and specifically provide Subject Matter Expert expertise on waste, water, and hazardous materials management issues. Coordinate, monitor, and provide expert technical and regulatory oversight and guidance in these areas to achieve environmental compliance and to promote environmental excellence and continual improvement. Waste, water, and hazardous materials management includes solid and hazardous waste, hazardous materials transportation, toxic substances, chemicals management, water supply, and wastewater and stormwater discharges.
Requirements

This position provides subject matter expertise on environmental issues and, in particular, coordinate, oversee, and monitor technical and regulatory efforts, concerns, issues, questions, and activities associated with assigned aspects of the above issues including the following responsibilities:



1. Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.



2. Provide expertise on environmental issues and, in particular, coordinate, oversee, lead, monitor all technical and regulatory efforts, concerns, issues, questions, and activities associated with Con Edison’s water, waste and hazardous materials management programs.



3. Provide direction, support and guidance on State Pollution Discharge Elimination System (SPDES) Compliance. Lead root cause analysis and develop corrective actions for SPDES/wastewater related events and close calls. Serve as liaison between Corporate EHS and business units on SPDES/wastewater related issues. Assist in water related project design/planning phase for capital, retirement & O&M projects.



4. Develop corporate waste, water and hazardous materials management procedures and guidance taking into account regulatory requirements and operating concerns. Assist operating departments in developing cost-effective and compliant waste, water and hazardous materials compliance strategies.



5. Provide expert guidance to EH&S staff and operating organizations concerning waste, water and hazardous materials management requirements.



6. Oversee, coordinate, lead, and monitor the performance of special studies in support of waste, water and hazardous materials management goals and objectives.



6. Act as liaison between EH&S and operating organizations, and interface with government agencies for waste, water and hazardous materials related issues.



7. Evaluate proposed waste, water and hazardous materials regulations and coordinate preparation of Con Edison comments. Coordinate as necessary with industry groups, such as EEI, USWAG, EEANY, and the NYS Business Council, to insure that Con Edison’s positions are represented.



8. Represent Con Edison on external waste, water and hazardous materials related committees, such as USWAG’s Low Volume Waste Committee. Coordinate with Con Edison EH&S staff and operating departments to provide input to such committees.



9. Prepare or coordinate preparation of waste, water and hazardous materials related reports for internal and external submission using Company data systems. Prepare or assist in the preparation of permit applications involving waste or water.



10. Provide expert guidance to engineering, operating organizations and construction organizations concerning compliance with wastewater and stormwater management regulations during construction and post construction activities.



11. Respond to operating department requests for assistance and guidance regarding waste and water issues.



12. Provide expert support to Con Edison’s waste, water and hazardous materials management related training programs.



13. Teach CEP and other training classes related to waste, water and hazardous materials management.



14. When appropriate, correspond with regulatory agencies regarding environmental incidents.



15. Participate in EHS Emergency Resource Mobilization during emergencies.



16. Perform other duties as assigned.

Candidates must be able to exercise independent judgment and render sound business decisions under pressure. Candidates must also be able organize, participate and lead/manage projects.



A valid driver’s license required to travel to various locations.
