DESCRIPTION OF DUTIES:
Responsible administrative and technical supervisory position that oversees the coordination of projects and work detail in the Public Works Department. Job functions include: contract oversight for Water and Wastewater Utility operations, utility projects, plant operation and compliance. Contract management and oversight for sanitation services – residential, yard waste, bulk and commercial accounts. Management of project development associated with water treatment, wastewater treatment, sewer collection lines and lift stations, water distribution, contractual projects, Tree City USA program, sidewalks development and maintenance, road construction and maintenance, storm water system development and maintenance, regulatory sign maintenance. Must be able to review plans and negotiate with suppliers.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of road construction, water/sewer/storm drain projects, concrete, propagation of grass, trees, flowers, and shrubs, underground irrigation/systems, water and sewer distribution/collection and treatment plant operations. Knowledge of all phases of public works, engineering and utilities. Knowledge of equipment operation and maintenance, tools, and supplies required to accomplish operational objectives. Knowledge of time and motion, and cost effective procedures, practices, and principles. Ability to plan, direct and coordinate a wide range of public works systems and activities. Ability to supervise small and large numbers of employees. Ability to create a positive image to the public. Ability to make and maintain records and reports. Ability to communicate both orally and in writing. Ability to review construction, road project, and general development plans, and to work with engineers and other agencies. Ability to be effective, dynamic, and achieve desirable results in a cost effective and timely manner.
EDUCATION AND QUALIFICATIONS
Graduation from an accredited four year college or university with a Bachelor’s Degree in Engineering, Applied Science, Environmental Science, Public Administration, or related field, and five years of progressively responsible supervisory experience in municipal or private section public works type functions. An Equivalent amount of education, training, experience, and possession of advanced water and/or wastewater plant operator’s license(s), as issued by the State of Florida, may be substituted for the Bachelor’s Degree.
