Description:
PB is looking for an air quality/global climate change specialist to help grow our air quality practice on the West Coast. A thorough knowledge of how air pollutants, including greenhouse gases, are generated, dispersed, modeled, monitored and reported is necessary. The position requires a full understanding of federal, state, and regional air quality regulations, particularly as they are applicable to the field of transportation and industrial sources. The candidate must also have very current knowledge in the rapidly evolving arena of climate change legislation.
The successful candidate will be expected to quantify emissions through computer modeling; determine air quality levels, environmental impacts, and mitigation/avoidance strategies; discuss associated health risk impacts due to the modeled and/or monitored air quality levels, and perform Conformity analyses. The candidate must be able to work independently and work within or lead a team. Advanced computer modeling skills along with the ability to communicate with agency and private clients and staff are essential. Excellent writing and verbal presentation skills are required.
Surface transportation and infrastructure projects of all sizes will constitute the majority of projects on which the successful candidate will work. This includes local highways through major transportation corridors that might incorporate passenger rail and/or dual-mode bus rapid transit (BRT) systems. Depending on their interest, expertise and experience, the successful candidate will have the opportunity to work on additional, more specialized project types that include marine, high speed rail, freight rail, power generation, and industrial/commercial facilities. The variety and emerging technology aspects of these projects provide attractive and challenging work for the successful candidate.
Job Summary:
* Directs and monitors technical aspects of a specific segment of a major project and assists in directing and monitoring its progress.
* Provides technical lead to lower and mid level environmental scientists and engineers in a variety of work in air quality and related disciplines.
* The successful candidate must be capable of applying diversified knowledge and techniques.
* The successful candidate must demonstrate strong verbal and writing skills.
Major Duties:
# Leads technical support efforts on a variety of engineering, environmental and regulatory projects by preparing/approving calculations, plans, specifications, reports, and other project documents
# Provides technical assistance for the development of innovative proposals and multimedia presentation materials for client/public meetings
# Oversees staff performance to ensure the timely, accurate completion of project goals as required
# Directs and monitors a segment of major projects
# Responsible for leading a small to mid size group of professionals on special study or unique elements of a project as required
# Participates in directing and monitoring a project's overall progress
# Provides technical guidance and administrative supervision as required
# Directs technical personnel in conducting detailed studies
# Investigates and employs innovative solutions to project problems
# Performs limited field work and conducts analyses for projects, and coordinates with clients and regulatory agencies regularly to advance agency approvals
# Monitors project status and assures adherence to schedules and budgets
# Other duties as assigned
Requirements:
Experience/Expertise Required:
1) Minimum of 10 years applicable experience.
2) Specific experience in assessing and evaluating air quality issues and impacts to satisfy CEQA, NEPA and CAA project documentation requirements.
3) Specific experience with surface transportation projects including motor vehicle, rail, and transit projects; additional experience with industrial, power generation, and oil & gas is a plus. This experience will include environmental impact assessment plus technical analyses as required to solve a client problem, prepare a white paper or mongraph, assist in policy development, create and/or modify agency or client procedures and processes.
4) Modeling expertise, including facility with the CARB EMFAC2007 program, EPA MOBILE6 and MOVES program, and the USDOE GREET model is required. Experience with Breeze AERMOD and/or health risk analysis software is a plus. Familiarity with state environmental and transportation agencies is a plus and an understanding of carbon trading issues is desirable.
5) Successful candidate will have the marketing skills and experience necessary to support proposals, participate in interviews, and prepare/make presentations to clients.
Education Required:
1. Bachelor degree in a relevant scientific or engineering field (or equivalent working knowledge/experience). Post-graduate qualifications and/or studies in meteorology, air chemistry, or similar background is desirable.
2. Ability to work in this country immediately is required.
