Job Description: |
The Center City District, a private-sector sponsored business improvement district in Center City Philadelphia with a $17.9 million annual operating budget and a capital budget that has averaged $2 million annually, seeks an experienced and highly-motivated individual to manage a broad program of capital improvements to public areas in Center City, including design, construction and maintenance of the streetscape environment and public spaces. Responsibilities include:
Design and Construction - Write and issue Requests for Proposals for professional services; negotiate, execute and manage professional services contracts for design, construction management, and construction administration; coordinate all design and technical aspects of the project from initial design through public approvals to construction completion; and oversee the bidding and negotiation of construction contracts.
Landscape Maintenance - Conduct or oversee landscape maintenance related duties as required. Such duties may include the inventory of existing conditions of public space amenities, the assessment of their maintenance needs and development of work plans to address these needs. This will also include the hiring and management of contractors and consultants for landscape maintenance, inclusive of coordination with vendors and in-house maintenance crews for supply of materials and labor. Respond to public inquiries concerning landscape maintenance-related issues.
Project and Program Budgets - Prepare and manage budgets for individual projects and ongoing programs; maintain all financial records as necessary to meet internal and external reporting and auditing requirements; and oversee, manage and set priorities for an existing staff of three.
Project Communications - Coordinate closely with relevant city and public agencies, including formal reviews to obtain necessary approvals; coordinate communication strategy for constituent outreach and communication with stakeholders and the public; and represent the CCD at a senior level in dealings with governmental and regulatory agencies, professional conferences and symposia, and the general public.
Strategic Planning - Participate in the planning, development, and initiation of new capital/landscape projects; and contribute significantly to general planning and urban design efforts.
Requirements
Qualified candidate must possess a minimum of a master’s degree in architecture, landscape architecture or related field with seven (7) years of professional experience. Applicant must have experience with landscape or architectural construction, supervising/managing other employees, a strong commitment to the quality of the public environment, and technical and computer capabilities necessary to accomplish the work in the most efficient manner.
