Job Description: Education: Bachelor's degree in Accounting, Finance, Business or recognized equivalent with 10 years in financial management and four years financial management in DOE environment. Advanced Degree preferred.

Experience: Extensive Basic Qualifications:

* Experience in a government or Department of Energy arena is required for this position.
* Broad knowledge and understanding of corporate policies and procedures for fiscal controls related to accounting, financial, and payroll systems, information technology, procurement, contracts management, records management, and property administration.
* General knowledge of DOE and Federal government plans, organizations, policies, and operating and accounting systems.
* Due to the nature of this work, US Citizenship is required.



Basic Qualifications:

The requirements below are representative of the desired level of knowledge, skills, and/or abilities. To perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each duty proficiently in order to accomplish the desired result with or without reasonable accommodation.

* Manage planning and preparation of annual overhead budgets and development of manning requirements, labor rates, and overhead assessments for DOE cost systems.
* Ensure timely and accurate preparation and processing of payrolls to meet corporate, Federal, and state agency requirements for management of payroll withholdings and benefits.
* Oversee procurement and contract administration activities to ensure minimal levels of risk to corporation while meeting Federal Acquisition Regulations and contract compliance.
* Provide direction for information technology planning, development, configuration, operation, and maintenance of local area networks, client work stations, application programs and Internet usage.
* Coordinate control and maintenance of cost accumulation system to achieve accurate and timely financial reporting including labor, materials, and overhead assessments by program.
* Coordinate financial information with Purchasing Manager and cost account managers for cost and accrual recording.
* Recommend necessary system changes to meet cost managers' needs.
* Ensure proper collection and maintenance of records and document configuration/control to satisfy corporate and government requirements.
* Establish internal controls to ensure control and integrity of financial data.
* Maintain disclosure statement and assure compliance with cost accounting standards.
* Interface directly with all financial audit teams. Report appropriate cost performance data and current financial operating position to corporate and DOE officials.
* Control accounting and financial systems for disbursements of funds. Includes accounts payable, travel, accruals, and similar processing in computerized systems; account reconciliations to assure that adequate internal controls are in place, effectively used, and monitored; and interface with DOE and other auditors during review activities.
* Oversee LLC bank accounts and cash management for all disbursements.
* Continue to operate government letter of credit.
* Meet with bankers and DOE to review and modify account operations. Interact with other government locations to share methodologies.
* Perform human resources functions within functional responsibilities including training and development, performance management, salary increase planning, and selection, promotion, and discipline of employees.
