Job Description: POSITION OVERVIEW: Manages all phases of facilities: forecasting office space requirements, locating facilities, negotiating leases, as well as operating and maintaining multiple facilities in the Eastern Region of the United States.

SPECIFIC RESPONSIBILITIES: Works with Regional Managers to evaluate number of employees, their functions, and relative distance to client or project, if applicable, to assist in identifying appropriate facilities, as well as forecasting when facility requirements will expand or contract. Provides Real Estate support in the areas of property evaluations, site programming, test layouts, lease work letters and subtenant drawing reviews Develops detailed knowledge of both local customs and regulations. This function requires an in-depth understanding of market place practices in order to enhance management of the real estate portfolio.

Will work with and build consensus among local management in terms of future requirements and current utilization.

Works with GSS Regional Managers and CBRE Facilities Management Team to ensure that all properties reflect GSS' commitment to providing work space which provides consistent standards for space utilization, appearance, safety, ergonomics, sustainability factors, and security. Develops and maintains a process for review and onsite inspections to assure compliance with GSS and corporate expectations.

Negotiates lease rates and terms with Landlord, or owners representative. Reviews lease documents with Contracts / Legal and ultimately seeks Global Shared Services Corporate Management approval to finalize the lease, make payment, and occupy the facility per the Matrix of Authority.

Develops systems and procedures for facility maintenance and security. Establishes and maintains budgets, standards, adequate staffing levels, and schedules. Makes recommendations to management for improvements to existing operations. Installs Corporate approved security systems, fire equipment and monitoring measures.

Oversees the coordination of building space allocation, layout, and communication services. Oversees and directs maintenance personnel and workers engaged in equipment installation, facilities equipment repair, and preventive maintenance.

Direct the Global Shared Services Eastern Region budgeting process and reporting: working with Global Shared Services develop budgets pertaining to projects across Eastern regions; combine regional information into a consolidated world wide budget; maintain monthly reports demonstrating performance to budget ('variance analysis') and cash flow analysis.

Maintains full records including lease copies, renewal dates, number of employees per facility, and similar information to inform management as to cost, seating / working density, potential need for added space or space reduction, lease renewal, etc.

Develops and maintains a consistent and appropriate esthetic for interiors, as well as exteriors where appropriate, including regional standards. Provide Facilities support in the areas of project tracking, space planning, workplace standards and site plan maintenance. Interface with Procurement on the evaluation and selection of vendors and suppliers.

Promotes the Corporate safety culture throughout the GSS organization by educating GSS staff and employees in recognizing potential workplace hazards; immediately implementing corrective actions; and working with Safety to conduct ergonomic assessments of new and existing facilities.

Strives to optimize sustainability through encouraging the purchase of environmentally friendly consumables when economically feasible, promoting recycling and educating the GSS staff to become a viable part of the sustainability solution through selecting alternate methods of transportation, being energy conscious, and eliminating the use of disposable products whenever possible.

Negotiates with subcontractors, as appropriate, for services and supplies to ensure optimum efficiency and cleanliness within the complex.

Ensures that repairs to and construction of walls, procurement of furniture, electrical/plumbing equipment, etc., is completed efficiently and with the least amount of disruption to other employees. Calls on subcontracting services as indicated by time or in-house expertise constraints.

May have responsibility for facilities with hazardous materials on the premises. Ensures that assigned personnel working around hazardous materials are thoroughly trained in and observe all safety measures.

Selects personnel; establishes clear and concise work standards and goals; provides training and development; completes performance evaluations; conducts employee counseling, takes corrective action as necessary; approves terminations. Also ensures that GSS staffing is consistent across facilities per prescribed staffing levels. Establishes merit budget and originates salary actions, promotions in accordance with salary plans.

Interface with Hedgemore, Parcomm executives and Keystone Property Management

Coordinates with other Regional Managers to ensure all GBU needs in the Eastern Region are met, including communications. Also interfaces with other GBU executives from time to time, especially, PTG's, which is located in this region.

Performs other responsibilities associated with this position as may be appropriate. Must be available for periodic travel.

PREFERRED EDUCATION/EXPERIENCE: 4-year degree in Business Administration (or equivalent) and 10-12 years of related experience in facilities management is required, including some experience in a supervisory capacity. Federal experience a plus.

SKILLS/COMPETENCIES: A thorough knowledge and understanding of all relevant codes and regulations covering facility leasing, maintenance and workers' safety is required, as well as a familiarity with the building trades. Strong written and verbal communication skills and prior experience in dealing with emergency circumstances are also required, as well as a willingness and ability to be on-call after hours for crisis situations.
