Job Description: MINIMUM QUALIFICATIONS

Any combination equivalent to:

- Bachelor's degree from an accredited college or university in engineering, architecture, construction management or related field, AND/OR

- Five years of increasingly responsible facility management, public works purchasing policies, and contract administration experience, preferably at a community college or other educational institution. (Additional qualifying experience may be substituted for the required education on the basis of two years of experience being equal to one year of education).

- Candidates with foreign degrees must provide certification of equivalency to U.S. degrees by a certified U.S. credential review service. Simple translation of the language on foreign diplomas, transcripts, coursework, or similar will not suffice; thus, will cause the application packet to be judged as incomplete.

- Demonstrated ability to effectively interact with people of diverse socioeconomic, cultural, disability and ethnic backgrounds.

Ability to:

- Prepare, present and interpret factual data and provide conclusions in written, graphic and oral form.

- Read, understand and interpret construction plans, drawings, specifications and engineering data.

- Direct energy conservation, safety, hazardous materials management and other programs and projects as assigned.

- If chairing a committee, evaluate the performance of committee members and forward input to members' supervisors for consideration during the performance evaluation process.

- Under supervision organize, coordinate and direct the implementation of the District's facility capital outlay program and the District's bond measure facility program,

including new construction and renovation.

- Provide support for the development of project timelines, bid specifications, drawings and bid packages for contracted work; assist Purchasing department in preparing and advertising requests for bids; support the review of bids; ensure that contracts and all other documents are completed prior to initiation of project; monitor and review contract progress and assure timely completion of project.

- Manage and coordinate the work of the bond construction program and construction management consultants.

- Communicate with all college and district constituent groups in order to ensure smooth program/project implementation.

- Present information to college and/or district management teams and the Board of Trustees regarding program/project status.

- Work cooperatively as a member of the management staff to achieve the goals and objectives of the Colleges and District.

- Provide leadership consistent with the mission and function of the Colleges and District; delegate and review projects; evaluate work products and results; establish and monitor timelines and prioritize work.

- Prepare and administer budgets for assigned functions; prepare recommendations and justifications regarding budget requests; authorize expenditures according to District policies applicable regulations.

- Coordinate program activities with other District and College programs and personnel; serve on campus and District committees, task forces and other work groups; maintain positive public relations with the larger community.

- Develop and implement techniques to improve departmental policies and procedures, increase efficiencies, optimize opportunities and maintain state-of-the-art practices; maintain current knowledge of technological advances in the field.

- Assure smooth operations within the areas of responsibility.

- Direct the preparation and maintenance of records, files and documentation related to the District's construction functions; prepare and submit written plans, recommendations and proposals regarding assigned functions; make oral presentations to administrators and the Board as requested.

- React to change productively and achieve other essential tasks and related duties as assigned.

- Select, assign, orient, train, supervise, counsel, discipline and annually evaluate the performance of direct subordinates; delegate the responsibility for supervision of indirect subordinate supervisors to assure efficient and effective performance; develop expectations for performance and standards of excellence.

- May be assigned to lead or participate in District-wide or College committees, initiatives, teams or ad hoc groups; responsible and accountable for completion of assigned tasks when assigned to such groups; when chairing a group, evaluate the performance of committee members and forward input to members' supervisors for consideration during the performance evaluation process.

- In conjunction with the College's Educational Master Plans, update and maintain an accurate District Facility Master Plan.

- Assist in the preparation of the annual Five-year Capital Outlay Construction Plan to the State.

- Assists in the preparation of Initial and Final Project proposal as suggested by the Five-year Capital Outlay Construction Plan, requests and applies funds as appropriate.

- Monitors the condition of facilities and plan responses as appropriate.

- Coordinates the availability of funding resources with identified facility needs and prepares a reasonable timetable that maximizes resources while providing facilities when needed.

- Ensure broad participation by Colleges and District representatives in the planning process and share data with administration, Colleges, and Board to support understanding of facility planning and status.

- Ensure reports and requests are made to the State as appropriate.

- Coordinate the provision of the facilities with education requirements as outlined in the Educational Master Plan.

- Prepare and administer annual budgets for assigned area; review and approve expenditures according to established District policies and procedures.

- Participate in preparation of state and federal grant applications.
