When is it time to go over the boss's head?
Unless you are willing to risk your job and possibly your career, it is never a good idea to go around your boss unless it is a serious matter that can affect the construction employer and the careers of many. If you feel the matter is serious enough, you need to take action.
However, you should first try bringing you appeal to your boss to give him/her a chance to respond properly. Let him/her know you believe this could damage his/her position as a leader and damage the firm as a whole.
If nothing gets resolved consider reaching out to your mentor or to the HR department before going to the top brass.
